The primary purpose of this position is to responsible for planning, directing, organizing, and exercising control over non-supervisory employees. Responsible for overall analysis and reporting of the Air Force Reserve Command's (AFRC), employment of military personnel, level of effort and visibility of where they are serving.
Duties
Leads and mentors junior program analyst, organize, plan, and assign daily work to all branch program analyst.
Frequently provide MAJCOM senior level business intelligence products for Wing/CC, NAF/CC, AFRC/CC, AFRC/RE, HAF and other MAJCOM leadership.
Serves as senior performing analysis of operating processes to develop recommendations for resolving the most difficult and complex issues related to the effectiveness and efficiency of work operations.
Utilize a wide range of deliberate, crisis planning, and execution systems that provide logistics, finance, aviation, and personnel data supporting AFRC daily analysis operations as well as worldwide AFR military personnel visibility and level of effort reporting.
Serves as the AFRC focal point for senior leadership business intelligence (BI)/analytical products pertaining to employment of all AFRC military members.
Applies a high degree of insight to isolate, identify, and define critical challenges to effective long-range personnel deployment air operational strategy concepts and plans.
Performs supervisory personnel management responsibilities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, human capital management policies, procedures, rules, guidelines, , exercise, acquisition, special operations, rescue, or similar operations; knowledge of methods of evaluating the effectiveness of planning actions related to actual events; and execution of military operations and evaluations; and knowledge of the application of mobility expertise as it applies to air operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet organizational requirements.
Comprehensive knowledge of a wide range of computer/automated data processing systems, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis.
Knowledge of personnel, aviation, financial and logistics information systems, policies, and processes, and the ability to relate this knowledge core MAJCOM business practices to provide decision support products to AFRC Senior Leaders.
Mastery level knowledge of human capital management policies, procedures, rules, guidelines, pertinent laws, regulations, precedents, major issues, program goals and objectives and administrative operations.
Ability to communicate effectively both orally and in writing, to direct a team or subordinates, negotiate issues and maintain good working relationships.
Ability to establish and maintain effective working relations which foster cooperation, awareness of individual difference and teamwork.
Ability to apply supervisory skills in a manner that foster understanding, cooperation, awareness of individual differences and teamwork among the staff members.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
