*** Recruitment & Relocation Incentives may be authorized for highly qualified candidates *** There are three (3) positions located in the Laboratory Service at VA Western Colorado Health Care System - Grand Junction VA Medical Center in Grand Junction, CO. The position serves as a Medical Technician for Phlebotomy and Specimen Receiving and performs Phlebotomy, specimen testing, storage, and shipping of specimens.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The Medical Technician is responsible for inventory control, record control, specimen collection and processing, quality improvement activities, and functions as the primary for phlebotomy; being proficient in phlebotomy techniques, safety procedures, specimen handling, and processing duties; and providing documentation to meet agency accrediting requirements such as JCAHO, CAP, FDA, and OSHA. Major duties and responsibilities include but not limited to: Responsible for Phlebotomy and Specimen Receiving, blood collection procedures by venipuncture and capillary puncture techniques; aseptic and sterilization, and specimen receiving and shipping Checking work in progress or spot checks own work not requiring review, and reviewing completed work to see that the supervisor's instruction on work sequence, procedures, methods and deadlines have been met Amending or rejecting work not meeting established standards; referring questions or matters not covered by standards and problems in meeting performance standards to the supervisor Receiving samples and specimens of tissue, blood, urine, stool, sputum, and other body fluids; ensuring that all specimens being handled maintain their integrity and are properly and completely labeled; and assuring the proper request, both hardcopy and VISTA computer orders and correct specimen (i.e., type, amount, etc.) are submitted with all required information Sorting specimens based on testing location, needs, and priority for turnaround time Processing a wide variety of laboratory specimens for shipment to civilian or military reference laboratories using procedures, test codes, requisition forms, and materials that conform to EPA (CFR 40) and OSHA (CFR 29) regulations Performing all required specimen preparations prior to storage and shipment (i.e., centrifugation, serum separation, freezing, or refrigeration, etc.) Interacting with outlying clinic sites and hospital staff to educate and monitor compliance to specimen collection requirements and handling guidelines Performing blood collection procedures by veinpuncture or capillary techniques on designated hospital patients and establishing proper identity of all patients, ensures accountability of specimens by proper and complete labeling with the patient's full name and Social Security Number Performing special procedures to include, but not limited to, administration of oral products such as glucola for glucose tolerance testing and obtaining specimens for forensic or medico legal purpose such as blood alcohols and drug testing Performing all phlebotomy duties in strict accordance with established VA (Veterans Administration), VAMC (Veterans Administration Medical Center), JCAHO (Joint Commission Accreditation Health Care Certification), CAP (College of American Pathologists), FDA (Food and Drug Administration), and OSHA (Occupational Safety and Health Administration) requirements Performing clerical duties related to handling of laboratory specimens, e.g. conducting order entry and patient registration in reference lab information' systems, accessioning specimens, receiving test results from reference laboratories, entering results into the VISTA, verifying for completeness, and checking for pending test results Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m. or as needed on a rotation for on-call/standby status to meet patient and hospital needs. Qualifications

Minimum Requirement: The following are minimum requirements for appointment as a Medical Technician in the Veterans Health Administration (VHA). One of the following minimum requirement criteria must be met to be qualified for this position. Specialized Experience (GS-05): You must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-04). Specialized experience is: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position to be filled. (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.) OR, Education (GS-05): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled (e.g., chemistry, hematology, blood banking, microbiology, serology, biological sciences, etc.) NOTE: One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. OR, Combination (GS-05): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. Note: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Specialized Experience (GS-06): You must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-05). Specialized experience is: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.) OR, Education (GS-06): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful complete of at least one-half year graduate education (i.e., 9 semester hours above a bachelor's degree) or an internship in those instances where it is directly related to the work of the position (e.g., chemistry, hematology, blood banking, microbiology, serology, biological sciences, etc.). NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. The Selective Placement Factor for this position is: Experience performing phlebotomy/blood draws on human patients.
