This position is located in the Bureau of South and Central Asian Affairs, Office of the Coordinator for Afghan Relocation Efforts (CARE). The incumbent serves as a Senior Coordinator with responsibility for developing, implementing, overseeing, and assessing short- and long-term programs, plans, procedures, and policies related to the efficient, safe, and secure location of individuals under Enduring Welcome (EW).

Duties

Collaborates and coordinates with the interagency, Department bureaus/offices, and foreign government officials to implement relocation and resettlement plans and objectives under Enduring Welcome to resettle Afghan allies to the United States. Identifies, develops, and establishes metrics and performance indicators to measure and evaluate performance against CARE-related operational and performance goals. Develops, implements, and assesses short- and long-range plans, procedures, and policies relating to the relocation of eligible individuals from Afghanistan. Monitors and analyzes developing political situations to assess the effectiveness of relocation activities of vulnerable populations out of a high-risk country. Liaises with key stakeholders involved in policy planning, coordination, implementation, and operations.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience utilizing knowledge of history, politics, and of native cultures in the South and Central Asian regions, to provide policy and/or program advice and guidance.  Experience applying knowledge of administrative laws, policies, regulations, and precedents in order to manage programs and/or projects. There is no substitute of education for specialized experience for the GS-14 position.
