Duties
AAs a Chief Human Capital Officer, the primary purpose of this position is to provide human resources leadership and expertise to attract, develop, motivate, and retain a high performing and diverse workforce.
Duties performed:
Serving as a key advisor to the Special Counsel, Principal Deputy Special Counsel, Chief Operating Officer and other OSC managers and senior staff on all aspects of human capital management.
Providing advice and assistance to managers and senior staff of the Office of Special Counsel on all aspects of internal agency administration and operational support programs.
Representing The Office of Special Counsel (OSC) at federal working groups and committees as required.
Serving on management teams and committees such as the OSC Budget Committee, Enterprise Risk Management Committee, and the OSC's Executive Review Board.
Acting as the financial audit liaison and oversight of OSC's human capital program, including support of the accuracy of personnel actions and associated payroll expenses.
Qualifications
Specialized Experience:GS-15 : Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Developing human capital management policies for an organization;
Reviewing the work of subordinate staff to meet quality standards and maintain policy adherence;
Partnering with senior managers to identify new policies or programs that will improve human capital operations; and
Identifying the resources needed to assist with program effectiveness/success at any given time.
