You will serve as an OPERATIONS RESEARCH ANALSYT in the Requirements and Resources Directorate (J8), Requirements and Resources Analysis Division of Headquarters US Indo-Pacific Command. USINDOPACOM protects and defends the territory of the United States, its people, and its interests
This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service
Duties
You will serve as the lead USINDOPACOM analyst responsible for extracting, organizing, and assessing alignment of Department-wide resourcing data with Command priorities
You will provide requirements analysis in support of USINDOPACOM investment requests addressing priority capability shortfalls
You will monitor and extract data from a myriad of systems and key supporting documents and conduct analytics to inform investment recommendations and risk determination on critical warfighting capabilities
You will identify and prioritize strategic analytic questions and establishes analytic requirements in support of USINDOPACOM investment requests
You will analyze net assessments of joint capabilities, including allies, in comparison with the capabilities of potential adversaries to strengthen resource justification
You will analyze priority requirements identified by the Commander, and the extent to which the capability recommendations and budget proposals of the Services address the Commander’s priorities
You will recommend courses of action for accomplishing analytic work using all appropriate extant products and data-driven approaches
You will coordinate INDOPACOM input to Office of the Secretary of Defense publications relating to programming and funding assessments
You will coordinate the participation of numerous subject matter experts across the INDOPACOM staff in Joint Staff’s working groups in performing funding analysis
You will extract and analyze relevant data from various databases and collaborative programs to support Planning, Programming, Budgeting, an Execution (PPBE) activities as part of a team of senior resource programming and capabilities specialists
You will facilitate resourcing of critical theater Operations, Actions, and Investments that validate developing warfighting concepts and support integrated deterrence

Qualifications
There is a Basic Requirement to hold a 1515 position within the Federal Service. Please see the "Education" section of this announcement for details.
In additional to meeting the Basic Requirement your resume must demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-12) in the private or public sector performing Operations Research Analysis serving in an advisory function that utilizes a structured approach to problem solving involving a rigorous process of inquiry and analysis applicable to unique or recurring problems that confront decision makers and the systematic examination and development of alternative courses of action to define and clarify the advantages and disadvantages of available choices. Specific examples of specialized experience are:
1) Using advanced mathematical, statistical, and scientific techniques to perform complex quantitative and qualitative analyses
2) Clearly and cogently expressing ideas at the strategic level in writing and orally (briefing);
3) Describing situations, problems, analyses, and conclusions in a clear and succinct manner
4) Extracting, organizing, and assessing alignment of department-wide resourcing data with organizational priorities
5) Providing requirements analysis in support of investment requests addressing priority capability shortfalls.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
A Degree: in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
