Duties
At the GS-11 and GS-12 levels you will perform developmental duties, as assigned
At the Full Performance Level GS-13 you will perform the duties below
Lead and/or support the USINDOPACOM campaign, contingency, and exercise mission assessment processes
Advise and support Joint Planning Group (JPG) and Operational Planning Group (OPG) meetings, and Mission Analysis (MA) across the spectrum of military planning in the development of plan frameworks and associated Assessment Annexes
Advise in the decomposition of objectives into effects, tasks, measures of effectiveness, measures of performance, and associated indicators for steady state, contingency, crisis, and exercises
Provide input/drafts on USINDOPACOM Assessment Annexes to campaign plans and orders, as well as branch plans
Assist in developing a Subject Matter Expert based (SME-based) data collection plan and associated collection timeline to measure and analyze objective-related indicators
Collect and analyze data that measures the performance of the USINDOPACOM enterprise in accomplishing campaign objectives, develops recommendations for improvements
Provide expert advice and assist in the MA development and decomposition of objectives into effects and supporting measures of performance, measures of effectiveness, and associated indicators for the development of plan frameworks.
Represent USINDOPACOM leadership when directed/required for assessments and planning
Requirements

- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
- This is a Mission Essential/Key position and must be manned at HQ USINDOPACOM by the employee during USINDOPACOM contingency and crises.
- You must be removed from any active military recall status.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- Occasional travel is required to foreign and non-foreign areas.
- Multiple (2 to 5 per year) CONUS and OCONUS trips may be required, typically of 1 to 2-week duration.

- Crisis action operations and exercises may require long/extended hours of concentrated effort, sometimes on short notice and on nights and weekends
- Travel to foreign areas can include compressed itineraries
Qualifications
There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. See the "Education" section of this announcement for details regarding the Basic Requirement.
In addition to meeting the Basic Requirement you must meet the following to qualify for the position:
For the GS-11 level your resume must also demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-09) in the private or public sector performing Operations Research Analysis serving in as part of team performing an advisory function that utilizes a structured approach to problem solving involving a rigorous process of inquiry and analysis applicable to unique or recurring problems that confront decision makers and the systematic examination and development of alternative courses of action to define and clarify the advantages and disadvantages of available choices. Specific examples of specialized experience are:
1) Using advanced mathematical, statistical, and scientific techniques to perform quantitative analyses;
2) Assisting in planning and/or organize project execution;
3) Clearly and cogently expressing ideas at level in writing and/or orally (briefing);
4) Providing recommendations for advancing programs/campaigns;
5) Describing situations, problems, analyses, and conclusions in a clear and succinct manner

For the GS-12 level your resume must demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-11) in the private or public sector performing Operations Research Analysis serving in an advisory function that utilizes a structured approach to problem solving involving a rigorous process of inquiry and analysis applicable to unique or recurring problems that confront decision makers and the systematic examination and development of alternative courses of action to define and clarify the advantages and disadvantages of available choices. Specific examples of specialized experience are:

2) Assisting in formulating projects, and assisting in planning and/or organize project execution;
3) Clearly and cogently expressing ideas at the strategic level in writing and orally (briefing);
4) Providing innovative recommendations for advancing programs/campaigns;
5) Describing situations, problems, analyses, and conclusions in a clear and succinct manner
For the GS-13 level your resume must demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-12) in the private or public sector performing Operations Research Analysis serving in an advisory function that utilizes a structured approach to problem solving involving a rigorous process of inquiry and analysis applicable to unique or recurring problems that confront decision makers and the systematic examination and development of alternative courses of action to define and clarify the advantages and disadvantages of available choices. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. In order to meet the Basic Requirement you must possess:
A Degree: in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
You may qualify for the GS-11 level using education to substitute for specialized experience if you possess:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
A combination of post-graduate education and specialized experience
There is no educational substitute for experience at the GS-12 or GS-13 grade levels.
