Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Clerical and Administrative Support Positions. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
GS-06 For this position, the next lower grade level is a GS-05. Specialized experience for this position includes:
Experience in initiating and processing personnel actions (e.g., new hire actions, promotions, resignations, pay changes, changes in duty station) utilizing a variety of human resources-related systems such as HR Connect, NFC, EPIC, PMSO, Electronic Official Personnel Folder (eOPF);
Experience in processing personnel actions in both the competitive and excepted services:
Experience in providing administrative support to Human Resources Specialists (e.g., organizing information for participants attending new hire orientation, preparing tentative and final offer letters, creating new hire folders, uploading case file documents) and responding to applicant and/or other inquiries.
GS-07 For this position, the next lower grade level is a GS-06. Specialized experience for this position includes:
Experience in providing administrative support to Human Resources Specialists (e.g., organizing information for participants attending new hire orientation, preparing tentative and final offer letters, creating new hire folders, uploading case file documents) and responding to applicant and/or other inquiries;
Experience in processing personnel actions in both the competitive and excepted services.
Experience in initiating and processing personnel actions (e.g., promotions, resignations, pay changes, new hire actions, changes in duty station) utilizing a variety of human resources-related systems such as HR Connect, NFC, EPIC, PMSO, Electronic Official Personnel Folder (eOPF);
Experience in assisting with the resolution of system and data errors arising from the interface of an internal human resources information and external payroll system.
GS-08 For this position, the next lower grade level is a GS-07. Specialized experience for this position includes:
Experience in applying human resources rules, procedures, and operations (e.g., to provide consultative services to customers and HR Specialists to discuss customer hiring plans, assist HR Specialists with evaluating applicant qualifications, draft vacancy announcements, and make job offers to selected candidates);
Experience in processing personnel actions in both the competitive and excepted services.
Experience in initiating and processing personnel actions (e.g., promotions, resignations, pay changes, new hire actions, changes in duty station) in a Human Resources Information System (HRIS) that interfaces with an outside third-party payroll system.
Experience in independently monitoring and resolving system and data errors from the interface of an internal HRIS and external payroll system.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
As a general rule, education is not creditable for the grade levels covered in this vacancy announcement. However, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
