The primary purpose of this position is to provides executive level leadership with advice and assistance on military readiness and operational issues. Analyzes, assembles, and prepares for presentation data from a variety of systems containing information that aid in supporting Force Generation Center operations; providing oversight, visibility, and accountability.
Duties
Determine necessary policies, regulations, directives, instructions, programs, methods and procedures of assigned major command air operations services/program/project/study/plan and aviation operations system.
Serves as technical specialist performing program analysis of operating processes to develop recommendations for resolving difficult and complex issues related to the effectiveness and efficiency of work operations in the Force Generation Center (FGC). Recommends and establishes goals that integrate Lessons Learned objectives with the Planning, Programming and Budgeting System (PPBS) as well as logistics, finance and personnel information systems as they pertain to the organization's mission.
Serves as FGC advisor for aviation systems data analysis and requirements writer.
Provides data analysis advisory services to FGC commander and staff on all personnel, logistics and financial systems programs.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolves controversial matters, and conveys information relative to proposed changes in functional areas.

- Work may occasionally require travel away from the normal duty station on a military or commercial aircraft.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Adminsitrative and Manangement Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs for conducting major operations.

equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to such a degree

COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet organizational requirements.
2. Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis
3. Knowledge of personnel, financial and logistics information systems, policies, and processes, and the ability to relate this knowledge to system processes/functions/capabilities to provide positive assistance in the resolution of issues and problems.
4. General knowledge of the mission, objectives, terminology, and management practices of the organization toaccomplish assigned programs and projects.
5. Ability to communicate effectively both orally and in writing, to negotiate issues and maintain good workingrelationships.
6. Knowledge of a wide range of qualitative and/or quantitative analyses of data associated with the aviation feasibility process. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and analyze work processes and continually improve them to meet organizational requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
