The position is located in the Bureau of Consular Affairs, Passport Services, Special Issuance Agency (CA/PPT/SIA), in the U.S. Department of State. Passport Services is a division of the Bureau of Consular Affairs (CA) charged with issuing passports to U.S. citizens. Special Issuance Agency (SIA) issues diplomatic, official, service, and no-fee regular passports and assists in obtaining official foreign visas.

Duties

Coordinates all facets of the Passport Liaison Program to facilitate highly specialized and sensitive passport adjudications for which there may be little precedent in support of clandestine programs across U.S. government agencies. Prepares, updates, and negotiates classified, complex interagency memoranda of agreements (MOAs), and standard operating procedures (SOPs) relating to the Passport Liaison Program. Coordinates the Special Issuance Reimbursement program, which ensures timely, accurate accounting and billing of more than 150,000 passports annually back to the requesting agency. Acts as the Agency's liaison in establishing and maintaining continuous and effective communication with intelligence, law enforcement, and security agencies of the federal government as it relates to special issuance passports.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. ]Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Qualifying specialized experience must demonstrate the following: Experience with laws, regulations, policies related to highly specialized and sensitive passport adjudications to plan and coordinate training for intelligence, law enforcement, and security liaison officers. Experience in the acquisition and loss of U.S. citizenship, and the issuance, denial, and limitation of passports. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitution of education for experience at the GS-13 grade level.
