This National Guard position is for a FACILITY OPERATIONS SPECIALIST, Position Description Number T5710000/T0058000 and is part of the AR ARNG CFMO SUPPORT OFFICE, National Guard.
Duties
GS-09:
1. Supports of the installations management program by assisting the Design and Project Management Branch Chief . Provides input for the planning and developing of long-term real property acquisition, development, and construction projects for the state. Assists the branch chief in the short, mid, and long term planning of ARNG facility resources. Coordinates with a variety of agencies, both internal and external, on issues pertinent to planning for ARNG installations and facility management. Assists the branch chief in developing, maintaining and managing the CFMO input to the Long Range Construction Plan (LRCP), State Capital Planning (SCP), and the Military Construction, National Guard (MCNG) program as it pertains to the state ARNG Master Plan. Works with other planning/programming activities (i.e. State Planning Board and Joint Service Reserve Component Facility Board (JSRCFB) in identifying requirements and facility shortfalls. Confers with design/utilities personnel and firms in utility studies to determine status of utility systems and land use to ascertain their capabilities to support future development and generates project listings to support those requirements. Ensures all MCNG/Unspecified Minor Construction (UMMC) projects are coordinated with historical and environmental personnel as required. Ensures all plans/decisions developed by other state ARNG staff elements adhere to and take into account Real Property Master Plan (RPMP) vision and focus.
2. Researches, drafts, maintains, and coordinates the state's Military Construction (MILCON), UMMC, and Facility Program (FP) program documents. Receives, verifies, and coordinates approval of all ARNG initial requests for construction and maintenance/repair projects. Investigates MILCON, UMMC, & FP requirements to determine propriety. Develops project scope, prepares project estimates, drafts economic analyses, and drafts programming documents. Recommends location and sitting of facilities, identifies and/or recommends appropriate funding sources, and submits proposed projects to appropriate authority for final approval and funding authorization. Assists in the preparation and submission of the annual Installation Status Report (ISR) Part I. Develops, coordinates, programs, and budgets for construction, maintenance and repair projects for ARNG facilities.
3. Assists in the development, maintenance and updating of ARNG Energy Programs. Identifies possible energy conservation measures and promotes the use of Energy Conservation Programs (ECP), and Energy Conservation Savings Programs (ECSP). Researches energy providers, new energy systems and technology, state, and federal regulations. Researches the economic impact of energy laws, policies, new technology/equipment, and advises staff of impacts. Researches, prepares staff analyses, cost estimates, decision briefings, and other presentations on new technologies to include computer hardware/software, peripherals, network telecommunications systems, construction materials, techniques, building components, energy conservation techniques, systems and programs; physical security systems, techniques, devices etc.
4. Assists the Realty Officer (RO) in the management of ARNG real property; in the acquisition, management, and termination of real property interests; maintenance of real property accountability; Facilities Inventory and Support Plan (FISP) and other real property inventories; and the validation of real property quantities.
5. Ensures work is in compliance with governing federal, state and local laws and ARNG policies, procedures and guidelines. Maintains close liaison with senior ARNG commanders and directorates, state and local government authorities, Corps of Engineers, the National Guard Bureau and the state Division of Building Authority.

Qualifications
GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
GS-09 - 1-year equivalent to at least next lower grade level experience, education, or training which demonstrates the knowledge of, and skill in applying, principles, concepts, and methods of equipment, facility, or service operations sufficient to design projects that have applicable precedents or plan approaches to perform assignments using well-established occupational methods, techniques, processes, and precedents.
GS-11 - 1-year equivalent to at least next lower grade level experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.

GS-11:
1. Administers, coordinates, and verifies design work performed by Architect/Engineer firms often exceeding one million dollars and one year in duration per project. Prepares design scopes of work that reference National Guard Bureau (NGB) design criteria and establishes standards for project design. Selects, or recommends selection of, Architect/Engineer firms for award of design contracts. Manages and schedules design development and obtains Federal/State approval at each design stage, normally conceptual, preliminary, final, and bid final. Chairs and coordinates meetings between facility users and design team and ensures that work stays within (NGB) design and space criteria for economical utilization of facilities and equipment. Reviews, accepts or amends work by Architect/Engineer firms and rejects work not meeting established standards. Reviews payment requests for accuracy, verifies work billed, and recommends payment.
2. Requests construction funding. Manages bidding process, in coordination with the Contracting Officer, and recommends award of construction contracts. Administers, coordinates and verifies construction work performed by contractors often exceeding five million dollars in cost and one year in duration per project. Serves as a project manager for construction projects. Conducts regular construction progress meetings and resolves differences between design team, contractors, and facility users. Resolves disputes over plans and specifications and administers change orders. Conducts substantial and final completion inspections and verifies expenditure of appropriated funds. Coordinates initial startup of, and movement of, users into new facility. Resolves disputes and assigns repair work to contractor and maintenance personnel that arise during the warranty period. Manages and verifies work performed during the warranty period. Conducts end of warranty inspection.
3. Serves as the senior technical employee overseeing one or more employees performing technical work within the Design and Project Management Branch. Assists the branch chief in preparing performance standards; gives advice in appraising work; and makes suggestions in maintaining an effective position management program by reviewing position descriptions to ensure positions are operating as intended and that duties and responsibilities are adequately reflected. Supports and promotes Equal Employment Opportunity (EEO), Upward Mobility, and other special emphasis personnel programs.
4. Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings. Prepares initial plans and specifications for alterations/repairs. Investigates construction requests to determine propriety. Determines the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Identifies and/or recommends appropriate funding sources. Reviews and processes programming documents to include project booklets, initial cost estimates for construction, maintenance, or repair of facilities. Reviews historical maintenance data and writes reports to explain technical difficulties in upgrading facilities and recommends useable solutions to meet mission requirements. Assists facility managers in determining safe, effective, and economical use and operation of ARNG facilities.
5. Provides guidance and input to the Improvement Program for ARNG readiness centers. Serves as project manager for board delegated readiness center improvement design and construction projects. May function as a consultant to state and federal agencies and serve on Architect/Engineer selection boards for those agencies. Coordinates with appropriate state agencies to obtain required approvals and permits for construction projects. Coordinates with military, federal, state and local government agencies on matters concerning fire prevention, protection and suppression. Coordinates major facility maintenance and construction projects with the Safety and Occupational Health Office to ensure all safety factors are considered. Performs inspections of new or altered facilities to ensure compliance with the Occupational, Safety and Health Act (OSHA) and contract specifications. Conducts Architect and Engineering (A&E) firm selection boards, preparing and presenting briefings, and administering the ARNG energy program. Serves as federal Contracting Officer's Representative and assumes the duties of the Branch Chief as needed. Represents the Branch Chief at meetings and conferences.
