The position is organizationally located under the Chief of Staff, at the Amarillo VA Health Care System's main facility in Amarillo, TX. The incumbent reports directly to the Chief of Staff. The incumbent serves as the principle advisor to the Chief of Staff on all administrative management matters associated with the Chief of Staff's programs and operations. The incumbent develops and implements policies for the Chief of Staff's programs.

Duties

The primary purpose of the position is to assist the Chief of Staff by planning, designing, and conducting studies; analyzing and evaluating programs, operations and issues; developing recommendations to resolve substantive issues and problems pertaining to programs and work operations effectiveness and efficiency throughout the Health Care System that provides treatment and care for Inpatient, Outpatient and Community Based Outpatient Clinics (CBOCs); Community Living Center (CLC); and Home Base Primary Care (HBPC) Programs. Advisory Functions: The incumbent is responsible for defining requirements and provides senior managers advice on administrative issues. Interprets data and reviews for consistency and logic. Monitors quality program/care, plans, procedures and methodologies; and/or analyzes quality initiatives and processes. Evaluates processes and makes recommendations for effective organizational changes. Serves as team leader for Health Care System-wide studies or projects with significant organizational changes. Analyzes and evaluates, quantitatively and qualitatively, programs and/or operations effectiveness in meeting Performance Measures and other short and long-range objectives. Provides advice and recommends courses of action pertaining to the personnel management and administration issues and/or program support work, such as program or office planning, evaluation of clinical programs or issues. Personnel Management: The incumbent reviews personnel management issues and provides advice on matters and/or issues such as recruitment, promotions, awards, position classification, training disciplinary actions, etc. The incumbent has the authority to act for the Chief of Staff (COS) in administrative matters, including the supervision of all administrative functions within the office of the COS. Ensures work-flow and appropriate coverage, provides oversight on work assignments, reviews and makes recommendation on the preparation of performance standards and/or changes as needed. Analysis and Studies: Analyzes management techniques, processes and proposals for organizational effectiveness and feasibility. Uses a variety of complex analytical techniques to analyze programs, functions, and proposals for additional funding, and organizations; to determine if current management systems efficiently accomplish objectives; and, recommends controls to ensure sound program and operations management. Advises senior management on appropriate staffing levels based on quantitative workload data and program operations analyses. Performs cost benefit analyses and advises on enhancements for program operations. Develops proposals to merge or establish new organizational units and programs to improve workforce distribution, position management structures, efficiency, effectiveness and/or productivity. Project Management: Serves as a Project Team Lead as assigned and is responsible for identifying problems, analyzing data and recommending resolutions on a variety of issues and problems pertaining to the Health Care System's resources, personnel, process improvement and organizational performance special studies. The incumbent establishes and manages a working project team in conducting studies/project workshops. Leads team of Service Chiefs, Health System Specialists, and/or Administrative Officers; or workshop sessions in developing "as-is" models, identifying process improvements, "to-be" models, and organizational changes. Reengineers functional processes, applying Healthcare proven best practices and various modeling techniques. Reviews and evaluates data collected for analysis and study goals. Develops and presents briefings and reports on study/project status, findings, and/or recommendations to senior Health Care System managers and VISN service managers. The incumbent performs productivity analysis for clinical services and advises supervisors, service chiefs, and administrative officers of their respective clinical area productivity. Uses available computer software programs to produce required reports, plans, schedules, etc. Uses computer products to facilitate effective analyses of program, operations, and budget information. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Candidates must meet the following Individual Occupational Requirement (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and develops cost containment efforts, management information systems, organizational/functional structures, and professional support programs, and provides leadership in developing strategies to implement innovative strategic plans. Responsible for reviewing all reports and correspondence relative to the above programs to ensure their completeness and overseeing and assuring the Pre-Rating Assessment compliance with nationally established timelines. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Develops reporting mechanism and provides briefings to top management regarding the status and progress of programs. Incumbent will develop working procedures, troubleshoot potential problems, develop resolutions to problems that arise and make recommendations to the Medical Center Director regarding assigned special projects or investigations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
