As a Human Resources Specialist (Classification) at the GS-0201-13, you will be part of HRS HR Strategy and Eval Solutions, Office of Personnel Management. If selected, you will be responsible for performing a variety of technical and consultative services related to strategic position management and classification HR programs, operations and systems to further the organization's mission of providing Federal agencies with a comprehensive range of HR products and services.
Duties
Performs the full range of position classification services on complex and controversial position descriptions.
Provides thorough comprehensive classification and position management analysis.
Serves as project manager or technical subject matter expert on a variety of reimbursable HR projects in support of the organization's solution area.
Formulates goals and objectives for specific reimbursable projects, develops approaches to meet needs, outlines work to be accomplished, establishes milestones, and assesses progress in meeting project timelines.
Trains internal and external agency staff in classification and position management topics so that they can conduct the activities independently.
Reviews existing and new proposed position management and classification policies, guidelines, and business practices, and recommends changes to ensure continuous improvement in HR management.
Qualifications
For the GS 13: You must have at least one full year (52 weeks) of specialized experience in human resources at the Federal GS-12 grade level or pay band in the Federal service (obtained either in private or public sectors) that includes performing ALL of the following:
Providing technical position management and position classification expertise to operating human resources offices, agency management officials, and other agency program staff to address complex problems and needs; AND
Conducting training courses for agencies; AND
Serving as a project lead in support of human resources business lines and program areas, specifically in the areas of position management and position classification; AND
Identifying short-and long-term strategies to address agency human resource needs, AND
Reviewing and revising the goals and objectives for specific reimbursable projects.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
