This position is located in the Office of the Solicitor, Region V, in the Chicago Regional Office. The Chicago Regional Office is responsible for the trial in U.S. District Courts and before administrative law judges of all civil litigation enforced by the Department of Labor, providing legal advisory services to Regional Agency personnel and other Department of Labor (DOL) in states and areas within the Office's jurisdiction.
This position is outside the bargaining unit.
Duties
Management Analysis
1. Serves as the liaison between the Regional Office and National Office of the Solicitor and other internal organizations concerning management functions that do not require legal expertise of a professional and technical nature.
2. Reviews the monthly time entry report for paralegals and attorneys and analyzes the data to prepare a monthly report
to the Regional Solicitor, Deputy Regional Solicitor, Associate Regional Solicitors and Counsels identifying the cases
which are receiving the most hours. Identifies trends, identifies areas in need of improvement, and makes
recommendations to improve office performance in processing of cases.
Financial Management
1. Reviews and monitors fiscal accounts, including expenditures of the Chicago, Cleveland and Kansas City offices.
Serves as the office liaison with Departmental regional financial officials and Solicitor's National Office officials. Attends regional level interagency financial planning meetings for the Regional Solicitor.
2. Monitors expenditures and ensures appropriate payment methods are used, and payments are documented as required by regulation, Departmental policies and SOL policies.
3. Keeps management informed of any changes or updates to financial management regulations. Ensures regulatory requirements are adhered to in all budgetary and financial dealings of the office.
Personnel Management
1. Builds and maintains working relationships with the SOL's human resources staff and the OASAM HR office. The incumbent is the primary regional office point of contact with management and the regional and National Office labor relations staff, and serves as the office point of contact on the provisions of the NCFLL Collective Bargaining Agreement.
2. As a management representative, coordinates and facilitates review and study of business practices and rules. Works with HRC to identify and plan for future staffing needs (recruitment, placement methods, etc.).
Management Services
Purchasing and Contracting
A. Incumbent is the primary purchase card holder for the Chicago Regional Office.
B. Serves as Contract Officer Representative. Processes open market acquisitions and purchases from GSA supply schedule contracts up to delegated authority. Negotiates contracts (equipment/copiers, postage meters; conference training space w/sleeping rooms and amenities/audiovisual, etc.).
C. Prepares justifications and documentation and then processes the documentation through appropriate channels.
Space and Equipment Functions
A. Determines the most effective and efficient use of space.
B. Documents space requests.
C. Coordinates property management functions.
D. Establishes and maintains appropriate records for receipt, issue, transfer, and survey utilization of capitalized property.
Meeting, Conference, Committee Participation
A. Attends committees and workgroups for the Regional Solicitor relating to administrative functions affecting the Solicitor's Office, e.g., Department's automated hiring system ongoing monitoring of the Agency's employee safety and health program. Reports back to the Regional Solicitor and Deputy on the meeting and any follow-up actions required follow-up actions. Works with all agencies involved to ensure follow-up actions are completed.
B. Makes proposals to regional management regarding the budget, human capital, program goals, administrative methods and procedures, procurement, and general administrative operations.
Contracting Officer Representative
A. In the role as a certified Contracting Officer's Representative (COR), performs specific responsibilities as set forth in the Appointment Letter provided by the Contracting Officer (CO). As the COR, provides technical guidance to assure that the technical scope and terms of the contract are met. Ensures that any action considered as a commitment or change that affects price, quality, quantity, delivery or other terms and conditions of the contract is referred to the Contracting
Officer.
B. COR responsibilities typically include the following duties associated with managing contracts and contractor performance. Specific COR duties and limitations may be different for each contract to which appointed.
C. Coordinates, communicates, and ensures cooperation among the contractor, CO, and associated Government personnel, for the purpose of anticipating and resolving difficulties, and ensuring satisfactory completion of the contract. Maintains an arms length relationship with the contractor in the interest of procurement integrity as well as sound contract management.

Qualifications
You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Management Analyst, as described below.
For GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
To qualify for the GS-09 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing work related to:
1. Working knowledge of Human Resources Management, H.R. concepts and principles that include staffing and training. Ability to assist managers with their HRM responsibilities.
2. Utilization of software applications to monitor, analyze, and report on administrative and management functions.
3. Create and modify financial reports.
4. Research SOL and other databases to provide valuable information in decision-making for SOL financial, budget, space management, and HR programs and related activities.
OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree(related to the position to be filled.)
OR
Combination of education and experience.
