This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Position to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as a Carpenter for DPW (Directorate of Public Works) in Fort Riley, KS.

Duties

Performs the full range of carpentry skills and techniques in repairing, constructing, altering, and maintaining wood/wood substitute components of buildings and structures where accuracy, spacing, and fit are essential. Plan and complete projects from initial layout to final assembly or installation. Repair and replace traps, defective faucets and flushometers, sections of defective tiles or pipes, and leaky drains. Mix, apply, and finish plaster surfaces in the construction and repair of walls and ceilings, as well as repair and patch of plaster surfaces. Make repairs that can be accomplished by removing, replacing, tightening, slicing, soldering, and insulating defective wiring, controls, equipment, switches and relays, connections and fittings, light fixtures, and poorly operating thermostats. Remove old roofing in preparation for repair, and repair and install roofs. Perform routine maintenance, overhaul and repair of standard types of mechanical locking devices such as mortise, rim, key-in-the-knob, deadbolt, padlocks, and emergency exit locks. Paint interior and exterior of buildings Lay floor tile; finish and refinish hardwood and other type floors; and install/replace carpets.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee makes repairs from ladders, scaffolding, platforms, and other hard-to- reach places. Must stand, stoop, bend, kneel, climb, stretch, and work in tiring and uncomfortable positions.
  • Frequently lifts parts and equipment that weigh up to 100 pounds. A physical exam will be required.
  • Employee works inside and outside, sometimes in bad weather and in areas that are noisy, dirty, dusty, greasy, hot, wet, or cold. May work on scaffolding or cranes at heights of 30 or more feet, or in close quarters such as manholes.
  • Subject to electric shock, cuts and bruises. Subject to possible burns, cuts, and injury from falls.
  • Operate a 3/4 ton utility truck requiring the incumbent to possess and maintain a valid state and government driver's license.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Carpenter ~ without more than normal supervision. Ability to perform common carpenter duties. I am skilled in using construction techniques to install, repair, and modify structures such as building frames, rafters, concrete forms, walls, staircases, or interior and exterior trim. I am skilled to set up, operate, adjust, and maintain all types of carpentry equipment to produce finished products with precise fits, accurate dimensions, and acceptable appearance. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
