This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Health Care System, Lexington, KY. The incumbent serves as the Health System Specialist (Telehealth).
Duties
Major duties include but not limited to:
The incumbent holds a facility level position, reporting to the Chief of Staff's office with coordination and input from the VISN CCT Manager. The incumbent is responsible for overall planning, coordination, implementation and management and evaluation of clinical applications of telehealth within the facility, organization, with particular emphasis on improving access to Veterans identified as "rural" and "highly rural".
The incumbent works closely with network and facility leaders and staff to incorporate new concepts and programs into extant systems and provides education and training to all facility staff impacted by program, role or technology changes Matrix lines a of authority ensure that VISN 9 and VHA goals and strategic directions are fully supported by CCT programming through collaborative efforts with facility and network leaders.
Serves and or represents the facility on Network telehealth groups, including the VISN Telehealth Council.
Establishes guiding processes, principles and policies for the development and implementation of patient and family centric CCT programs at the facility, and for the operation, management and oversight of Office of Telehealth Services (OTS) Programs.
Assures that OTS program staffs have educational backgrounds, experience, training and or certification consistent with the programs Missions, goals and objectives, and with the functional statement/position description.
Develops specific telehealth applications in collaboration with VISN and station OTS oversight councils, clinical, administrative and technical staff as needed.
Develops, tracks and disseminates outcome measures as appropriate, including clinical data, patient record reviews, travel costs, appointment wait times, and Veteran/Staff satisfaction surveys, and others as appropriate.
Ensures that all telehealth clinics are authorized, use proper DSS coding and are named in accordance with and compliance with network clinic telehealth naming conventions.
Develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness of OTS programs. He/she will direct the identification and incorporation of computerized data and information management tools and systems needed for Clinical Video Telehealth (CVT) and CCS clinic care, as well as management of workload and budget.
Communicates and collaborates with VISN Telehealth program office concerning telehealth technology as well as the Office of information and Technology and other technical staff in the development, implementation and operation of telehealth applications with regard to technology and connectivity, which includes wide area network (WAN); local area network (LAN); and band width issues.
Serves as a technical telehealth consultant for all aspects of facility use including facilitating training, pilot testing and implementing long new distance care models and multi-site coordination and problem resolution.
Work Schedule: Monday - Friday, 7:00AM - 3:30PM, 7:30AM - 4:00 PM, 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
INDIVIDUAL OCCUPATIONAL REQUIREMENTS: The following questions are to determine if you meet the Minimum Individual Occupational Requirements for the Health System Administration (0671) Series at the GS-11 level. You may qualify based on Specialized experience, graduate education, or a combination of the two.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems,
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and experience running an administrative component of a health care credentialing and privileging program. OR,
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements,
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned), and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of Specialized experience equivalent to the GS-9 level (as described previously) and graduate education (as described previously).

Preferred Experience:
A minimum of 2 years experience in Telehealth within VHA.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Physical demands require daily walking, standing, pushing and pulling and bending to evaluate equipment. Lifting and transferring objects >50 pounds is also required.
