Duties
If selected for this position, you will join a well-respected team in the Human Resources Section, within the Personnel Programs Unit (PPU), of the Administrative Division of the United States Attorney's Office for the District of Columbia where you will provide services, guidance and consultations regarding employees benefits such as retirement, health benefits, life insurance, dental and eye care, workers' compensation and working with the senior HR Specialist on matters regarding employee relations.
Typical work assignments will include working with senior HR Specialists in the following areas:
Providing advice and assistance to employees on employee benefits such as, retirement, health and life insurance, dental and eye care insurance, Workers' Injury and Compensation, and Employee Relations.
Providing support in calculating service computation dates for retirement and estimation of annuities for employees planning for retirements; responding to retirement related questions and completing forms required by the Office of Personnel Management in order to estimate, calculate, and pay an annuity to eligible employees.
Preparing and assembling full and accurate retirement packages for submission to the Executive Office for U.S. Attorneys and eventually to the Office of Personnel Management.
Completing research assignments, summarizing findings and presenting findings to senior HR Specialists and/or the Human Resources Officer.
Conducting one-on-one counseling to employees or in certain cases, family members of employees in filing claims for health insurance, life insurance, TSP elections, and retirement benefits.
Provide guidance and assistance to families and beneficiaries in the event of an employee incapacitation or death. Attending meetings along with the senior staff member in meetings with family members or employee representatives.
Reviewing, assisting, and processing changes in health benefits, providing guidance and advice to employees requiring changes to health insurance for life event changes, such as marriage, birth of a child, adoptions, etc...; also providing guidance and advice regarding life insurance enrollments, changes, and calculations.
Serves in a backup role as liaison for health benefits, including the annual "Health Benefits Open Season", which enables employees to change health benefit coverage and serving as backup as the liaison for coordinating life insurance elections, and participating in any federal-wide life insurance open season, which allows life insurance enrollments and/or increases.
Participates in reviewing and processing all necessary paperwork for employees who are resigning, being reassigned, or transferring from the agency; ensuring that all forms are completed properly; and in case of resignations, transfers, or reassignments, forwarding appropriate personnel information to the new employment office.
Provides support in resolving problems related to the payroll processing of elected benefit enrollment, problems and issues which may arise when processing benefits enrollments, election changes with the appropriate personnel/payroll personnel staff.
Administering the Workers' Injury and Compensation Benefits Program and assists employees in filing claims for benefits or in resolving disputed claims with appropriate individuals.
Provides advice to managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conducts and performance problems.
Explains rules and procedures to employees and help them understand rights and obligations; conducting extensive probing and analysis to identify obscure or underlying causes of misconduct.
Prepares necessary correspondence and documentation. Serves as committee and/or hearing technical advisor and/or as activity representative at hearings before such bodies as MSPB, EEOC/Advisor in U.S. Courts.
Provides counseling to employees in correcting work deficiencies and in establishing constructive work habits. Provides information on employee rights and obligations.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications
QUALIFICATIONS: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to GS-9 level work in the Federal service. Specialized experience is defined as experience that has equipped you with the competencies needed to perform the job duties. Specialized experience is defined as applying Human Resources Management principles and procedures in accordance with the laws and regulations in the administration of employee benefits such as retirement calculations and estimates; health insurance and life insurance processing, injury compensation, Federal employment separations; completing research assignments, summarizing findings and presenting findings to senior HR Specialists and/or the Human Resources Officer; preparing documentation to support personnel actions, gathering and preparing complete packages to ensure separation, retirement, TSP data is accurately tracked, approved and keyed into the payroll processing database; communicates with employees to answer complex questions related to various employee benefits; assists employees with completing benefit forms, beneficiary forms, Thrift Saving Plan forms; monitors personnel actions entered into the personnel/payroll database to ensure data is keyed accurately and correcting system generated errors timely; assists in the maintenance and review of eOPFs to ensure benefits documents are properly filed; communicating with employees, co-workers, supervisors, and managers to provide advice and guidance concerning benefits and entitlements.

Education: One of the following types of education in a related field: Ph.D. or equivalent doctoral degree: OR
3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Education at the graduate level must be in an accredited college or university.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 3 full years.
