This position is located in the National Assessment Governing Board (NAGB), in Washington, DC.  The National Assessment Governing Board, a broadly representative, 26-member Board established by the U.S. Congress to set policy for the National Assessment of Educational Progress (NAEP), is looking for a dynamic leader to join our team as Executive Officer. The position is telework eligible consistent with the Agency’s telework and remote work program policy.  

Duties

The incumbent serves as Executive Officer with responsibility for all aspects of the Governing Board's administrative operations. As a senior leader and management team member, the Executive Officer leads a broad range of responsibilities essential to managing and directing the operational functions of the Governing Board and ensuring efficient use of agency resources.

Requirements

  • You may be subject to serve a one-year supervisory probationary period.
  • Background investigation is required.

Qualifications

Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least at GS-14 performing two (2) out of three (3) of the following duties or work assignments:1. Experience with federal budgeting from planning to formulation and execution, monitoring and reporting on internal controls, overseeing budget administration, and tracking expenditures on discretionary spending.  2. Experience providing human capital management to include recruitment, staff supervision, personnel management, conducting performance appraisals, mentoring, and succession planning.   3. Experience planning and executing organizational operations and strategic plans and providing recommendations to leadership for action experience in change management, project planning and execution, responding to changing priorities and supporting the team in making those changes.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Knowledge of Federal laws, regulations, policies, procedures, and directives administering federal directives to assure mission efficiency and achieve productivity.2.    Knowledge of federal budgeting and contracting processes for execution of simplified acquisitions, financial planning, management and reporting to include oversight of internal controls. 3.    Ability to lead diverse staff for program execution; skill in administering personnel laws and regulations and performance management principles together with team building skill and techniques.4.    Knowledge of project management principles, executing mission critical goals in compliance with regulatory guidance such as Federal Travel Regulations, records management, and reporting organizational compliance.5.    Knowledge of resource allocation to achieve program and cost efficiencies while utilizing collaboration and negotiation skills to further organizational priorities and meet changing mission priorities.
