This position serves as the Supervisory MRA (Chief, Health Information Management (HIMs) of Health Information Management section, within the Planning, Performance, & Development Service at the South Texas Veterans Health Care System. Supervisory Medical Record Administrators at this grade level are Chiefs of HIM in VA Medical Centers that are the highest complexity level category for VHA facilities and are affiliated, tertiary care, health care system with comprehensive research programs.

Duties

Responsible for the administrative management of health records, which includes planning, managing, advising, and directing the health information program in accordance with applicable Federal laws, facility by-laws, VHA policy, The Joint Commission standards, the Commission on Accreditation of Rehabilitation Facilities (CARF), and other regulatory and accrediting agencies. Responsible for all facets of health records management for the facility ensuring maintenance of complete, accurate, timely, clinically-pertinent, and readily-accessible patient health records, which contain sufficient recorded information to serve as a basis to plan patient care, support diagnoses, warrant treatment, measure outcomes, support education, research, and facilitate performance improvement processes and legal requirements. Develops policies, processes, and procedures that address all VA, Federal, regulatory, and accrediting requirements for HIM. Must provide detailed technical expertise in health records science and other very technical aspects of health information. Maintains all health information input into the local VistA database and assures timely transmission of that data into all VA centralized databases - most frequently those maintained at the Austin Data Processing Center. Must assure that all health information that is coded and abstracted meets the requirements of the VA and/or The Joint Commission and is consistent with professional health records standards. The incumbent is a key advisor to the Chief of Staff, Executive Management, and clinicians and is responsible for providing technical guidance on health information issues such as documentation requirements, liability issues, advance directives, informed consent, patient privacy and confidentiality, etc. Recommends improvements in documentation used to provide patient care, to optimize VERA workload, third party reimbursement and to manage resources. Completes internal quality assurance reviews to ensure employee performance and that work meets quality and quantity standards Responsible for assuring that all patients have a complete, accurate, and timely record of their medical care at the facility. Also must assure that such information is appropriately stored and readily available for the provision of medical services to the patients. Responsible for maintenance and evaluation of health records, and assuring legal requirements for care are met. Performs these duties as the facility expert but does not involve substantial line responsibility for establishing and implementing overall clinical policies. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in written and spoken English Physical Requirements: See VA Directive and Handbook 5019. Certification: Persons hired or reassigned to MRA positions in the GS-0669 series in VHA must have the following certification:HIM Certification through AHIMA. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). CHIMs provide technical advice, planning, and evaluation regarding health information management issues that impact the overall program on a regular and recurring basis. Multi-division, integrated health care systems under the leadership of a single director are considered to be a single facility, with one CHIM. A position with program responsibility over less than the single health care system does not have full program responsibility for the health information management program. Grade Determinations: To qualify for the GS-13 level, you must have at least 1 year experience comparable to the next lower grade level GS-12, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. Certification. Employees at this level must have a HIM Certification. The following KSA's should be reflected within your resume or on a separate document with your application package: 1. Ability to determine and evaluate compliance with legal, ethical and regulatory guidelines and accrediting bodies, as they apply to health information management. 2. Ability to provide sound, technical guidance to staff at various levels about major program, legal, or procedural changes related to health information management. 3. Skill in revising facility policies and] procedures to improve health information management services and to evaluate, modify, and/or adapt new methods to meet regulatory requirements. 4. Skill in analyzing complex data, interpreting and trending results for effective management of the HIM program. 5. Skill in management/administration, which includes program planning, coordination, interpretation, supervision, consultation, negotiation, problem solving, and monitoring of HIM processes. 6. Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities. Preferred Experience: 1. Certified through AHIMA or AAPC (CCS, CCS-P, RHIT, RHIA, CPC, COC, CIC) 2. 2-3 years Inpatient and Outpatient Coding Experience 3. 2 -3 years Release of information experience 4. 5-7 years management experience References: VA Handbook 5005/130 Part II Appendix G33; Dated: May 28, 2020 The full performance level of this vacancy is GS-13. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouse, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
