About the Position: This is a TERM position with the General Leonard Wood Army Community Hospital, DCA, Human Resources Division at Fort Leonard Wood, Missouri. The Fort is located in the beautiful South-Central Missouri Ozarks. The fort covers more than 61,000 acres. Bordering the installation to the North are the towns of Waynesville/Saint Robert and Interstate 44. Saint Louis is a 2 hr. drive East along I-44 and Springfield is a little more than an hour drive to the West of the Fort.
Duties
Responsible for the management of assignments and reassignments of military officers based on authorized, accountable and operating strength.
Oversee the anticipation of losses and coordinate the replacement of key personnel losses due to Permanent Change of Station orders and retirement .
Brief command and staff on all military personnel matters.
Serve as the Human Resources Specialist (Military) as the subject matter expert on one or more military personnel programs, operations, or functions.
Develop, review, approve and implement standard operating and administrative policies and procedures.
Provide guidance, interpretations, training, and/or briefings on current and proposed policies for assigned military personnel action programs to a variety of individuals, managers, leadership, and others as needed.
Coordinate military personnel functions requiring outside support with applicable staff agencies, commanders, service members, or family members, etc. as needed.
Perform personnel management of subordinates by developing performance standards and evaluating work.
Requirements

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Serving as Subject Matter Expert on matters pertaining to individual Soldier and unit readiness and shortfalls; 2) Directing military in/out-processing activities to process soldier and their families; 3) Reviewing incoming and outgoing correspondence for adequacy of subject matter, distribution and proper format; AND 4) Reviewing all changes to regulations that affect the section and recommending necessary changes to local policies and/or procedures to ensure compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.
