As a Auditor at the GS-0511-13, you will be part of OIG Audits Prg, Office of Personnel Management. If selected, you will be responsible for conducting performance audits of the programs, functions, and operations of OPM and providing leadership and technical guidance to staff auditors on highly complex audits.

Duties

- Conducts/oversees audits in accordance with generally accepted government auditing standards; obtains sufficient reliable evidence through inspection, observation, inquiries, and work samples to establish whether the activity is adhering to prescribed regulations, contract provisions, and policies and procedures; tests the reasonableness and accuracy of transactions; determines the reasonableness and adequacy of systems and internal controls, policies, procedures and actions, and the adequacy of documentation; and evaluates the operation in terms of accomplishments of intended objectives. - Develops individual audit plans. The audit plan covers in detail the functional responsibilities, specific project assignments, audit objectives and requirements, references, formats for data display and reports, and special instructions covering contingencies. - Analyzes the audit findings, requests additional information, consolidates reports, and prepares preliminary draft reports on the audit findings. Presents findings, explains the significance of conclusions, justifies recommendations, and answers questions on audit planning and methodologies. - Independently audits and oversees team members that are auditing OPM or contractor organizations, programs, activities, information systems, and/or functions to assess compliance wit program laws, regulations, and contract provisions; the effectiveness of internal controls; and the efficiency, economy, and effectiveness of operations and systems. - Researches the need for and acquires or develops computer assisted audit techniques (CAATS). Implements the use of CAATS and assists other auditors in their use of them. Provides technical guidance, assistance, mentoring, and feedback to less experienced team members, reviews work-in-progress and completed work, and assists in the on-the-job training of newly hired auditors. - Determines areas of high risk to be focused on during the audit. Based on preliminary review, modifies the audit plan, if necessary, by changing areas of emphasis and devising audit approaches and methodologies as determined by the analysis or risk assessment of the program areas. - Discusses and explains audit objectives, issues, findings, and recommendations with designated management officials being audited. Reconciles, if possible, technical points of difference relating to contract provisions , accounting principles and procedures, and auditing standards. - Develops work papers to document the audit process and audit results and reviews work papers of less experienced team members. - Prepares written reports of audit activities which describe audit objectives and related conclusions, deficiencies, and recommendations for corrective action. - Conducts/oversees audits of OPM programs and any audit-related projects initiated by the Council of the Inspectors General on Integrity and Efficiency.

Qualifications

For the GS 13: You must have the required education requirement found in the Education section. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
