Duties
This position is located in the Science and Technology (S&T) Directorate, Department of Homeland Security located in Washington, DC. The mission of the S&T Directorate is to develop and deliver effective and sustainable technologies and systems to anticipate, prevent, defeat and mitigate catastrophic terrorist attacks and to enhance conventional mission capabilities of other DHS operational areas. The primary purpose of this position is to serve as a Contracting Officers Representative “COR” to mean an individual designated and authorized in writing by the contracting officer to perform specific technical and/or administrative functions. - This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Secret security clearance.

- This is not a bargaining unit position.
- You will be required to undergo pre-appointment drug testing for illegal drug use. Employment is contingent upon favorable results.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.

At the GS-12 grade level:
You must possess at least one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as: 1) Performing pre-award program management tasks such as the preparation of work statements and independent government cost estimates. 2) Reviewing and monitoring Federal Government budget planning and resource utilization requirements. 3) Developing significant correspondence pertaining to administration and management activities of assigned projects. 4) Serving as the technical liaison on a project, ensuring satisfactory performance, timely delivery, anticipating problems and keeping management informed.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-11 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
At the GS-13 grade level:
You must possess at least one year of specialized experience equivalent to the GS-12 grade level. 1) Exercising independent judgment in planning, organizing, and directing the contractual aspects of assigned programs within constraints; 2) Reviewing and monitoring Federal Government budget planning and resource utilization requirements. 3) Developing new ways to resolve major contractual problems to improve the efficiency and effectiveness of the program. 4) Serving as the technical liaison on a project, ensuring satisfactory performance, timely delivery, anticipating problems and keeping management informed.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-12 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
In addition to the specialized experience above, you must possess Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; or have the requisite experience to obtain the certification. Preference will be given to applicants that possess FACCOR Level III certifications.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management must authorize employment offers made to current or former political appointees.
