This is a full performance level position that is located within the Business Office of the Eastern Oklahoma VA Healthcare System. The incumbent serves as the integrator that coordinates the business process and software functions. Provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.
Duties
Major duties include but not limited to:
Coordinates ongoing data collection and performs analysis to determine optimal organizational performance.
Responsible for the coordination, planning, implementation, and training for service and
facility staff in business and functional areas for various information technology VISTA packages, e.g. ADT (Admissions/Discharge/Transfer); Scheduling; PTF (Patient Treatment File); Medical Record Tracking; Fee Basis; PDX (Patient Data Exchange); HINQ (Hospital Inquiry); AMIEII/IBBA (Intranet BDN/BIRLS Access); IB (Integrated Billing); AMIE (Automated Medical Information Exchange); Discharge Summary; PCE (Patient Care Encounter and Visit Tracking); ACRP (Ambulatory Care Reporting); Network Health Exchange; AICS (Automated Information Collection System); KLF Menu; CIRN (Clinical Information Resource Network);TIU (Text Integration Utilities); EWL (Electronic Wait List), Beneficiary Travel V 1.0; Incomplete Record Tracking V 1.0; Claims Manager - VISTA; EAS (Electronic Application Systems) V1.0; and additional business office programs as added.
Serves as the functional "expert" for matters relating to the Patient Information Management System (PIMS) core package, Scheduling Package, and CDW cubes for the extraction of data for processing. Additionally, provides training on other service packages, such as Pharmacy, Radiology, Laboratory, and Consults, Scheduling as they relate to the business office process.
Researches problems that impact the quality and efficiency of Business Office operations.
Discusses problem areas with personnel concerned to identify and implement remedial action to be taken.
Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements.
Provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software.
Trains service employees and facility employees in the use of PIMS programs, such as scheduling, to ensure that data is entered correctly and optimizes clinic utilization.
Ensures data is being captured and reported accurately and appropriately.
Trains users in resolving minor processing and equipment problems.
Organizes, compiles, summarizes, and analyzes the data collected and develops reports which reflect the scope of activities and identifies trends and opportunities for improvement.
Assesses individual needs to determine appropriate level of menu access for staff, Regional Office employees, and employees from VISN VA facilities.
Provide business oversight for a variety of software programs integral to the overall administration and operations of the business office.
Provide testing of new options and software versions prior to implementation to gain familiarity with the new product features and confirm that software is working according to specifications.
Designs and develops dissemination and training materials, local standard operating procedure (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Business Office programs through on-site education and training.
Maintains a close working relationship with various Business Office Program officials, VISN Staff, other VISN facilities, Service Line Managers, Service Chiefs and Supervisors, and employees throughout the Medical Center.
Coordinates ongoing data collection and performs analysis to determine optimal
organizational performance.
Coordinates with other staff to identify information needs and develops data collection methods and report formats to meet those needs.
Work Schedule: Monday - Friday; 8:00am - 4:30pm
Telework: 100% within area but will be required to report to duty station occasionally.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(1)Coordinates ongoing data collection and performs analysis to determine optimal organizational performance;
(2) researches problems that impact the quality and efficiency of Business Office operations;
(3) maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements;
(4) ability to plan, organize work, and set priorities;
(5) trains service employees and facility employees in the use of PIMS programs, such as scheduling, to ensure that data is entered correctly and optimizes clinic utilization.;
(6) maintains a close working relationship with various Business Office Program officials, VISN Staff, other VISN facilities, Service Line Managers, Service Chiefs and Supervisors, and employees throughout the Medical Center.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level..

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
Work Environment: Work is performed in an office setting with occasional visits to areas within the service as well as throughout the Medical Center. Work are is adequately lights, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
