You will serve as a Public Affairs Specialist at the GG-14 grade level responsible for developing, coordinating, and implementing the Naval Intelligence Enterprise (NIE) strategic communication plan to promote mission, vision, and goals, to address priorities and/or help solve enterprise-wide challenges located at the Pentagon, Arlington, VA.

Duties

You will provide information about organizational programs and policies to external customers and the media, and provide response to address external reaction to information distributed by the organization. You will provide expert advice on customer engagement and command communication matters pertaining to command corporate identity, branding, and image. You will identify policy needs and write policies. You will plan, produce, and moderate workforce communication campaigns and events. You will oversee management organizational websites and other internet-based capabilities, including social media, ensuring plans and messaging align with strategic communication objectives.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may be subject to polygraph examination

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: 1. Developing speeches, talking points, scripts, and briefings in support of leadership speaking engagements. 2. Developing new information materials to include news releases, factsheets, talking points, information brochures, and responses to inquiry. 3. Developing communications products for multiple types of media and publications channels to convey messages and inform these diverse audiences of significant events. 4. Advise on matters pertaining to corporate identity, branding, and image, customer outreach strategies, internal employee communications, and external command communications to the media and general public.
