The Office of eDiplomacy supports the Bureau of Information Resource Management and the U .S. Department of State in ensuring U.S. diplomats leverage cloud, mobile, data computing tools, as well as other technology, to support U.S. leadership for a more free, peaceful, and prosperous world. The incumbent serves as the administrative and technical subject matter authority for all aspects of the U.S. Department of State’s Virtual Student Federal Service Internship Program.

Duties

Develops, advocates and defends technical and programmatic direction. Makes decisions on changes in program approach and trajectory based on feedback from studies and emergent opportunities. Develops performance standards, counsels and evaluates work performance of intern and contract employees, and interviews and selects candidates for projects. Meets and interacts with a wide- range of high ranking government officials , federal and local authorities, as well as higher education and private sector leaders to establish and maintain effective partnerships. Build connections across government actors to create a “go-to” network of innovators when a question or challenge arises at the State Department.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • Incumbent will be subject to random drug testing.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing, establishing, and planning the ongoing life-cycle of a program, including experience identifying, acquiring, or overseeing implementation of software solutions needed to accomplish program objectives Experience justifying budget, resources and technical support to encourage acceptance of program initiatives. Experience establishing and maintaining effective partnerships both within and outside of the organization. There is no substitute of education for specialized experience for the GS-14 position.
