About the Position: This position is located on Fort Detrick and is part of the Logistics Readiness Center (LRC). The LRC provides professional and timely base operational logistics programs and services that enable readiness support to the Garrison, mission partners, and other installation agencies. Fort Detrick is located within Frederick city limits, and is within driving of historical sites, sporting venues, fine restaurants, casual dining, and outlet shopping malls.

Duties

Serve as a Transportation Specialist in the Transportation Division. Acts as the subject matter expert in one or more major transportation functions: personal property, passenger travel and official passport/visa processing, for the Fort Detrick Garrison Commander and Supported Units. Make travel arrangements for authorized individuals and/or groups to travel within the Continental United States (CONUS) or overseas (OCONUS). Serve as a Contracting Officer Technical Representative (COTR) for contracts covering commercial travel service and acts as Reviewing Officer (RO) for all group travel through the Defense Travel System (DTS). Provide counseling concerning entitlements for shipping and storing personal property. Advise commercial carriers/contractors on complexities regarding rates, charges, rules and regulations to assure that the government receives full benefit and services for which payment is assessed.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain eligibility for a Secret security clearance.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • Work may involve shift work, weekends, and/or holidays, to include mandatory overtime as mission requires.
  • This position requires the incumbent to complete Passport Agent from the US State Department within six months of employment.
  • This position requires the incumbent to complete Contracting Officer’s Technical Representative Training within six months of employment.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
