About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serve as the Administrative Officer that is responsible for providing or obtaining a variety of management services essential to the direction and efficient operation of the organization. Serves as the action officer between the organization and the servicing Civilian Human Resources Agency (CHRA) Center as well as ARCYBER and NETCOM HR staff on all matters pertaining to personnel management of the subordinate civilian workforce. Plans, develops, and executes the organization?s Administrative Management Program. Responsible for Fiscal Year (FY) defense planning analysis and evaluation of Regional Cyber Center (RCC) input coordination with manning requirements. Performs work involving contracting changes, helping to develop acquisition strategy and develop acquisition requirements packages for submission as needed. Assists management in preparing draft position descriptions (PDs) to ensure the accuracy and adequacy of PDs. Monitors, coordinates, and tracks on-going and projected personnel actions and continuously apprise management of status. Maintains comprehensive databases of information used in making organization decisions and in preparing reports.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Knowledge with DoD and Army Civilian Human Resource and Military Personnel systems, including but not limited to AUTONOA, DCPDS, CPOL, IPPS-A, FASCLASS, FMSWeb, and CHRA personnel action processes. Experience serving as a Government Purchase Card (GPC) holder. Ability to use Microsoft Office applications; researching issues and advising leadership on administrative support functions (personnel, budget, supply); monitoring procedures for the control, maintenance, or disposition of records; and preparing required manpower reports for leadership review. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
