About the Position: This is an Interdisciplinary, GS-13 position with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Regional Planning and Environmental Center (RPEC).

Duties

Serve as a Program Manager, Project Manager, and Technical Manager for the full range of reimbursable environmental remediation, environmental engineering and environmental compliance programs. Serve as primary point of contact for assigned Army installations, Base Realignment and Closure (BRAC) and assorted environmental projects and is responsible for monitoring overall program execution. Keep customers appraised of program execution status through periodic project and financial reviews. Assist other RPEC environmental project managers and technical managers who have been assigned projects within their program area with funding needs, customer concerns, and procedural advice. Responsible for managing the accomplishment of project planning, acquisition strategy development, scope preparation, contract pre-award activities, and contract post-award administration of major environmental projects for assigned program areas. Represent the District Commander, serving as the district's primary point of contact for assigned projects with customer, federal, state and local government agencies, congressional interests, other external organizations and higher authorities. Control and manage project milestones and budgets from planning through project completion. Serve as Contracting Officer Representative (COR) for assigned environmental contracts. Plan and review the work of Project Managers, Technical Managers and other support staff. Serve as Chairperson or Voting Member for contract source selection boards.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes experience performing at least 2 of the 3 following duties: 1) exercising project management duties for environmental remediation, environmental engineering or environmental compliance program(s); 2) assisting with the acquisition or administration of contracts for assigned environmental projects; AND 3) obtaining new environmental projects and leading diverse project teams for successful execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
