The Supervisory Financial Administrative Specialist (Billing) serves as a Supervisor in the Billing Department and reports directly to the Billing Manager falling under the chain of command of the Chief Operating Officer (COO). This position is responsible for performing a broad range of duties to achieve the established Office of Community Care expected results for medical billings, and reimbursable and non-reimbursable collections.
Duties
Serves as a Billing Supervisor responsible for the timely and accurate preparation and submission of claims for healthcare services, equipment and/or medication.
The primary purpose of the position is to provide billing oversight and administrative supervision of those staff performing billing and billing related functions under the position's area of responsibility.
The Supervisory Financial Administrative Specialist is the technical authority and subject matter expert in the timely and accurate preparation and submission of claims for healthcare services, equipment and/or medication and advises subordinates in the Billing department within the CPAC.
Billing in the CPAC performs third-party billing functions for multiple VAMC facilities.
The work of this position has direct impact on the whole of CPAC given the nature of goals, collections, and denials in regard to the revenue cycle.
The Supervisory Financial Administrator develops and sustains an agile and engaged workforce and multiple integrated, transparent systems to provide Veterans with personalized, proactive, and patient-driven products and services in an environment of sustained accountability and guides employee actions by researching, analyzing, developing, writing, and updating billing policies, procedures, methods and guidelines.
Conducts regular review of GAO High Risk Report findings as well as other Oversight Findings (IG).
Develops and executes action oriented tactical plans that integrate budget, human capital, timeliness, milestones and desired outcomes.
Ensures provision of services is compliant with legislation, regulation and agency policy.
The Billing Supervisor is also responsible for the following tasks: Monitor staff attendance, vacation, tardiness, etc.; Monitor and update monthly absence schedule; Check-in with staff to answer questions and identify process breakdowns; Promote an
effective working relationship between all units within the CPAC and escalate issues as necessary Check email and voicemail, prioritizing follow-up on messages; Plan and organize work activities for Billing staff; Meet with Leads and DBAs to determine and direct focus areas (staff absences, low billed revenue, access issues, etc.).
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS - 09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
1) Reviews health insurance policy provisions to identify and comply with individual plan requirements.
2) Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding billing activities..
3) Interprets billing laws, rules, regulations, and policies, developing and implementing local policies, and defining administrative requirements.
4) Monitors and evaluates administrative activities..
5) Investigates gaps in support of billing functions for improved outcomes and presents solutions to Supervisor.
Or,
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or
LL.B. or J.D., if related
GS - 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
1) Reviews health insurance policy provisions to identify and comply with individual plan requirements.
2) Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding billing activities.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings.
