This position is located within the USDA Forest Service Human Resources Management.
This position serves as a Supervisory Human Resources Specialist and immediate supervisor for a team of Human Resources personnel with responsibility to assign subordinates to resolve issues/problems requiring consideration of the total human resource management program.

Duties
Interpret and review a wide range of HR practices, laws, regulations, policies, and precedents sufficient to ensure work performed by staff is in compliance.
Provide operational and advisory human resource services that may require identification and analysis of management staffing problems and resolutions for a total human resources viewpoint.
Plan, develop, execute, and evaluate any given HR program such as: classification, benefits, pay, workers compensation, recruitment, and/or staffing for the Forest Service.
Participate in resolving broad programmatic issues that significantly impact Forest Service-wide HR program administration.
Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees.

Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
- This position is remote eligible. You will be required to sign a remote work agreement and be responsible for ensuring the approved remote worksite has adequate internet service, connectivity, and other general utility costs at your own expense.

Specialized Experience Requirement:
Applicants must have at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service.
Specialized experience is defined as three or more of the following: Utilizing written and oral communication in order to provide information, plan and coordinate work efforts, and resolve human resources management issues of varying degrees and sensitivity; and/or Reviewing personnel actions for accuracy and completeness, including interpreting and applying the appropriate procedures and authorities to ensure compliance with human resources policies and regulations; and/or Providing advice and counsel in human resources matters to management, to include conducting research and interpreting a wide variety of laws and regulations; and/or Executing and evaluating a human resources program utilizing any combination of the following human resources skills: benefits and retirement, pay and leave, worker's compensation, classification and position management, personnel action processing, recruitment, and/or staffing.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
