The Equal Employment Manager is responsible for the program development, administration, evaluation and advisory functions of the Equal Employment Opportunity (EEO) and Affirmative Employment; the Civil Rights External Programs, Alternative Dispute Resolution, Diversity Management and Special Emphasis Program for the West Palm Beach VA Medical Healthcare System. The position serves as the Healthcare Systems spokesperson for all protected groups within the local community.

Duties

The Equal Employment Manager proposes, develops, and prepares policies and responses to correspondence for the agency and or acts as a liaison or handles the communication with persons and/or groups within and outside of the organization. This position requires knowledge of federal EEO regulations and principles, compliance and enforcement skills, administrative, management, and consulting skills, and knowledge of federal personnel administration. This position must exercise a high degree of judgement in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment. A high degree of judgement must be exercised in establishing priorities and direction for the program for maximum results. The incumbent advises management of specific actions in support of affirmative action, and strategies for handling discrimination complaints. Major duties include but are not limited to: Manages and is responsible for the program development, administration, evaluation and advisory functions of the Equal Employment Opportunity (EEO). Evaluates the EEO Program to ensure compliance with existing regulations. Serves as technical expert for processing Federally conducted external complaints in accordance with agency policy. Develops, implements, coordinates, reviews, monitors, evaluates, and updates all plans associated with the EEO Program. Develops and maintains a vibrant Diversity Management program. Serves as the technical expert and coordinator for the Reasonable Accommodation Program. Interprets Title VI and Title IX laws and regulations. Conducts analysis and evaluate work situations in order to effectively brief the Medical Center Director on workable solutions to systematic problems and methods to eliminate barriers. Communicates effectively both verbally and in writing, prepare a variety of reports, and brief supervisors, service chiefs, and management personnel concerning all aspects of the EEO Program. Provides leadership and guidance to committees and Special Emphasis Program Managers. Work Schedule: 8:00am- 4:30pm; Monday - Friday Telework: AD-HOC Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work generally involves sitting at a desk, and sitting in conferences and meetings except for occasional visits to facility work sites. Occasional use of automobile and public conveyance may be required. No special physical exertion is required. Work Environment: Most work is performed in an office setting. Occasional visits and other areas may be required. No special precautions or protective clothing are needed.
