The incumbent manages and is responsible for the program development, administration, evaluation and advisory functions of the Equal Employment Opportunity (EEO) and Affirmative Employment; the Civil Rights External Programs, Alternative Dispute Resolution {ADR), Diversity Management and Special Emphasis Program for the West Palm Beach Veterans Affairs Executive Director, executive leadership, service chiefs, supervisors, and employees.
Duties
The incumbent must exercise a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment. Duties include, but are not limited to:
Advises management on specific actions in support of affirmative action, and strategies for handling discrimination complaints.
Assists the Office of Resolution Management and Administrative Judges with investigations and hearings.
Provides advice and assistance during the post-investigative stages (i.e., hearings, appeals, and compliance phases) for each formal complaint.
Trained and certified National Facilitator, and conducts EEO Training, including the Prevention of Sexual Harassment, for all managers and supervisors.
Compiles and· analyzes statistical data in order to evaluate progress of the EEO Program.
Responsible for developing, implementing, coordinating, reviewing, monitoring, evaluating, and updating all plans associated with the EEO Program.
Conduct periodic evaluations of the workforce to develop data that can be utilized in evaluating the effectiveness of the program.
Serves as the technical expert and coordinator for the Reasonable Accommodation Program.
Conducts Teambuilding, Conflict Resolution, Sensitivity, and Diversity training with employees in building teamwork, resolving conflict, and respecting each other.
Work Schedule: Monday - Friday 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment.
Serves as technical expert for processing the following Federally conducted external complaints in accordance with agency policy.
Advises management on specific actions in support of affirmative action, and strategies for handling discrimination complaints.
Responsible for developing, implementing, coordinating, reviewing, monitoring, evaluating, and updating all plans associated with the EEO Program.
Oversees the processing of all reasonable accommodation requests to ensure time frames are met and procedures are followed.

Physical Requirements: Regular and recurring work generally involves sitting at a desk, and sitting in conferences and meetings except for occasional visits to facility work sites. Occasional use of automobile and public conveyance may be required. No special physical exertion is required.
