In this position you will apply technical work and professional engineering to modeling and simulation systems that support developmental and operational test and evaluation (DT&E and OT&E) test programs.

For additional information on direct hire opportunities with the Air Force please click here. The incumbent assures an integrated approach to modeling and simulation activities applied to test. Incumbent participates in, and assures integrated test program support for design reviews, Test Plan Working Groups (TPWG), and other test planning activities. This position serves to develop and apply appropriate and innovative modeling and simulation techniques for the evaluation of test. The necessary instrumentation systems, aircraft data busses, interfaces and truth sources are understood, identified and applied. This position develops, prioritizes and reports on organization performance goals and objectives. It develops operating procedures, test plans, and test reports within required suspense dates established by management. As a project leader and technical expert, project performance is evaluated and tracked. The incumbent identifies and resolves problems of a conflicting or obscure nature, taking positive corrective action. Team building will be employed to provide an integrated evaluation of the weapon system under test, continuous improvement in the evaluation process, and best response to the needs of the customer. Provides technical supervision to other engineers, mathematicians, air crew, operational test agencies, using commands, other government agencies and contractor personnel regarding test processes.

  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework" - up to 20% telework possible (must reside in the local area)
  • This position requires a top secret and possibly SCI security clearances as well as possible clearances with special access programs.
  • This position may require some flying in government and military aircraft and may require frequent CONUS and/or foreign travel away from the AFTC for periods of up to three weeks or more at a time, depending on project requirements.
  • This is a drug testing position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
  • This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series 0801, located here. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A) Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR B) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next broadband NH02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. You must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc.). Specialized experience is experience which provided knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines. Your experience also must have provided you the knowledge of combat aircraft avionics, armament, or electronic warfare systems or related systems/subsystems and flight and laboratory air vehicle/missile test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs. Knowledge, Skills And Abilities: 1. Knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines. 2. Knowledge of combat aircraft avionics, armament, or electronic warfare systems or related systems/subsystems. 3. Knowledge of flight and laboratory air vehicle/missile test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs. 4. Ability to plan and organize work, coordinate between various electronic/aerospace/mechanical engineering and test disciplines, and coordinate with other Air Force, DOD, and other domestic and foreign government agencies. 5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions. 6. Ability to maintain good working relations and to provide technical leadership and project management oversight and communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.
