RANGE OF DUTIES:
Develop, implement and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Serve as a technical authority on acquisition strategy, formulation, and execution; provide oversight and management of assigned projects/programs and their execution status.
Work in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.
Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements.
Establish management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems.
Plan, organize, direct, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, data configuration management, testing/evaluation, and life cycle logistics for an AFNWC program of national significance.
Serve on or lead integrated product teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans.
Represent the organization at executive levels within the government and to contractor/industry representatives; deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
Provide continuous assessment/evaluation of overall program goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.

- Employee is required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee will be required to obtain and maintain the proper security clearance for the position.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and
participation in random drug testing.

- Employee may have to travel for temporary duties at other locations. Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.
- Employee may be required to work overtime or outside the regular work schedule.
- Acquisition Professional Development Program (APDP) certification and meet APDP continuing education requirements.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Practitioner” certification category within required timeframe after appointment.
- Three years of relevant experience is typically required.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
