Duties
Prepare financial statements and analyze accounting data for accuracy and appropriateness.
Review contracts to ensure accounting data supports the terms in the contract and provide guidance when requested.
Review Federal fund usage by grant recipients and serves as the rural water expert.
Coordinate with internal staff such as other accountants, accounting technicians, budget analysts and contract specialists to gain information necessary to affect the Region's financial records.
Ensure the financial integrity of the data entered into the federal accounting system.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience that includes at least four years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge that includes one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (can include up to six hours of business law).
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (Must include valid certification).
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study as described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the education, training and experience fully meet the specified requirements.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience working with administrative support or small business accounting systems, (payroll, purchases, sales); performing data trend analysis; preparing monthly trial balances; and recognizing and adjusting differences between the general ledger and subsidiary accounts. You could otherwise qualify on the basis of Education having three full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in accounting or a directly related field. You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience using a complex accounting system to impact financial data; monitoring revenues received to ensure proper crediting; conducting audits/review of Funds; and coordinating information for audit requests.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level.
