The employee of this position serves as a member of the Facilities Management Service Line Technical Staff in Projects Section. The primary purpose of this position is to serve as the COR for construction projects.
Duties
Develop and review of contract plans and specifications for projects.
Serves as a technical advisor in the development and submission of the Five-Year Facility Plan, Five- Year Energy Management Plan
Provides professional construction and design support to the Maintenance and Operation Section, Biomedical Section, Construction Management Section, and Safety Section of Engineering Division, Facilities Service.
Maintain Master Construction Specifications and Drawings, maintain a technical reference library of codes, standards and other regulations.
Serves as an advisor, consultant, contract administrator, construction coordinator and instructor during the design and construction of all projects assigned.
Coordinates the activities of contractors performing work on approved Nonrecurring Maintenance (NRM), Minor and Minor Miscellaneous projects with all affected services of the Medical Center.
Performs construction administration functions, including scheduling contractor's and Architect/Engineering firm's activities with the hospital mission, inspecting contractor work for compliance with contract drawings and specifications, preparing and reviewing monthly progress reports and processing payment estimates, reviewing and recommending approval of contractor's submittals, and numerous other tasks involved in contract supervision and administration.
Prepares documents and sketches of contract changes, estimates and modifications during construction.
Provides guidance in the construction administration and design of construction projects and assists other personnel in the resolution of complex construction and/or maintenance problems encountered.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications; managing multiple construction projects with multiple construction disciplines at the same time; AutoCad skills sufficient to modify existing construction drawings and create new construction drawings for all disciplines. AutoCad and Revit; Knowledge of the NFPA and Building Codes; Knowledge of construction safety including OSHA; Knowledge and understanding of general construction practices and the ability to perform inspections of the contractor's work; Knowledge and skill in preparing design drawings and specifications for construction projects. Note: This experience must be fully documented on your resume and must include job title, duties, beginning and ending date (month/year) of employment AND hours worked per week.

Physical Requirements: The work is primarily sedentary. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle in activities such as inspections or installed equipment and visits to construction sites and industrial, commercial, agricultural, and other business establishments. Employees may carry light items such as books, instruments, and other similar materials. The work does not require any special physical effort.
