This incumbent serves as a member of the Facilities Management Service Line Technical Staff in Projects Section as the COR for construction projects. The duties of this position include development and review of contract plans and specifications for projects. The incumbent provides professional construction and design support to the Maintenance and Operation Section, Biomedical Section, Construction Management Section and Safety Section of Engineering Division, Facilities Service.
Duties
The duty of the position includes, but are not limited to:
Development and review of contract plans and specifications for projects ex: Nonrecurring Maintenance, Major and Minor Miscellaneous construction projects, In-House Designed Projects, etc.
Serves as a technical advisor in the development and submission of the Five-Year Facility Plan, Five-Year Energy Management Plan as requested.
Coordinates the activities of contractors performing work on a approved Nonrecurring Maintenance, Minor and Minor Miscellaneous projects.
Serves as an advisor, consultant, contract administrator, construction coordinator and instructor during the design and construction of all assigned projects.
Performs construction administration functions, including scheduling contractor's and Architect/Engineering firm's activities.
Provides professional construction and design support to the Maintenance and Operation Section, Biomedical Section, Construction Management Section, and Safety Section.
Maintains Master Construction Specifications and Drawings, maintain a technical reference library of codes, standards and other regulations that are applicable to the construction industry.
Ensures compliance with contract drawings and specifications, preparing and reviewing monthly progress reports and processing payment estimates, reviewing, and recommending approval of contractor's submittals.
Serves as a resource person to General Engineers and Engineering Technicians within the medical center.
Provides guidance in the construction administration and design of construction projects and assists other in the resolution of complex construction and/or maintenance problems encountered

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements- Basic Requirements: the following experience is required to meet the specific qualification requirements for this position. Examples of qualifying specialized experience includes:
Engineering aid or technician or surveying technician performing work directly related to construction.
Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
Supervisor of crafts-persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to the above Individual Occupational Requirements, the following must be met:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience using AutoCAD to create and modify construction drawings for all disciplines.
Prepare design drawings and specifications for construction projects
Manage multiple construction projects with multiple construction disciplines at the same time
Experience utilizing National Fire Protection Association (NFPA), building codes, and OSHA safety regulations
Utilizing knowledge and understanding to conduct inspections on the work of general contractors

Physical Requirements: The work is primarily sedentary. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle in activities such as inspections or installed equipment and visits to construction sites and industrial, commercial, agricultural, and other business establishments. Employees may carry light items such as books, instruments, and other similar materials. The work does not require any special physical effort.
