The Transportation Assistant will operate within the Engineering Service and reports directly to the Transportation supervisor at the Tennessee Valley Health System (TVHS) VA Medical Center. The Transportation Assistant's duties include transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the Transportation program.

Duties

Collecting, compiling, and tracking data and statistical information in support of Engineering/Transportation Services. Performs a basic analysis of the data and generates a variety of reports. Enters pertinent information into an automated tracking system. Maintains automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc. Interacts with various other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Service (VTS), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers. Continuously researching rules, regulations, policies, and procedures (i.e., CEOSH, FMR, state license requirements, local MCMs, GSA regulations, EPA requirements, AFV requirements, etc.) to ensure that the facility is always in compliance. Responsible for tracking all vehicle histories from time of purchase/donation to six (6) years past the turn-in or salvage/auction of each vehicle or piece of equipment (per credit card regulations). Plans for, organizes, administers, and directs how the work will be accomplished for the Transportation program. Validates program workload and ensure reporting is accurate. Coordinates the day-to-day operation of Transportation program flow, processes, and functions. Responsible for the FAST/OMB and Vehicle Utilization annual reports. Orders/cancels credit cards, reviews statements checking for fraud or misuse. Reconciles monthly and undergoes a monthly random audit with Fiscal Service. Researches all vehicle use including mileage, number of trips, numbers of passengers always making sure the fleet is right sized and maintained within VA and GSA standards. Reviews the budget on a regular basis notifying the Chief whenever there is a change in spending such as multiple large repairs or body work. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: collecting, compiling, and tracking data and statistical information. Maintaining automated systems in order to track and review a variety of data, reports, trends, etc. Ability to communicate effectively both orally and in writing. Knowledge of creating presentations and speaking to groups of people. Ability to produce written instructions and a variety of correspondence. Knowledge of computer system software (Excel, Word, Power Point, etc.). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending, and reaching as required. Incumbent will be exposed to stressful working situations that require a professional attitude and collective reasoning.
