This position is located in Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant of Operations (DCO), Coast Guard Investigative Service (CGIS), Operations Department (OP), Washington, DC.

Duties

This is a GS-1811 position and requires the ability to carry a firearm and possess the appropriate supervisory criminal investigative training and experience.

Qualifications

The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of this position are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. The selectee will perform a majority of duties as a subject matter expert in felony level adult and child sex crimes, as well as possess competent knowledge of Sexual Assault Program Response and Recovery (SAPRR) program principles and practices. The preferred candidate should have an understanding of the physical and/or psychological trauma of sexual assault and the investigative and legal aspects of adult military sexual assault. Knowledgeable of military organizations, mission impacts, military life-styles, civilian resources, and traumatic situations that may contribute to individual and interpersonal stress, working environment problems, or crisis. Experienced in managing or responding to crisis intervention for sexual assaults. Applicants must have at least one full year of experience equivalent to the GS-13 level in the Federal service. Specialized experience includes: conducting complex sexual crimes investigations, conducting and/or participating in undercover operations, surveillance; search/seizure operations; making apprehension/arrests; interviewing witnesses, and interrogating suspects; gathering and developing criminal information and intelligence (HUMINT) leading to the development of further law enforcement or analytical actions; recognizing, developing and presenting evidence which reconstructs events, sequences and time elements, and establishes relationships, responsibilities, legal liabilities/responsibilities, and conflicts of interest for presentation in legal hearings and court proceedings; writing investigative reports and other documents, presenting indicated and developed information to supervisors, relevant commands, attorneys and courts; and preparing and delivering oral briefings for different levels of personnel of a variety of Federal, state, and local agencies. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
