The primary purpose of this position is to serve as the command headquarters senior policy analyst responsible for policy
development and integration of Total Force Integration (TFI) &Total Force Enterprise (TFE) Programs across
Corporate Structure, applying expert analytical skills.
Duties
To plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command program(s).
Applies expert analytical skills, as the Total Force Integration(TFl)/Total Force Enterprise (TFE) Program Manager and Subject-Matter Expert to analyze, develop and evaluate detailed plans, goals and objectives for long-range implementation of Total Force tactical/strategic areas: flight and mission, war, mobilization, exercise, rescue, foreign military sales, acquisition, PPBS, special operation, contingency, and long-range strategy for the beddown of new aircraft, rebasing concepts, TFI program integration across AFRC Corporate Structure, training, etc.
Serves as the Command Senior Policy Analyst and Subject-Matter Expert for TFE/TFI Strategic Basing Programs.
Serves as the TFE/TFI Program Manager for the Air Force Reserve Command.
Provides expert technical guidance in documenting planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements for Strategic Basing, Total Force Integration and Total Force Enterprise programs.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

- Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty
- Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 30 days, and longer.
- While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited ability to perform such travel.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of analytical qualitative and/or quantitative methods and techniques to participate in the assessment and improvement of all programs, issues, and operations relative to the development of critical strategic long-range plans; a thorough understanding of the associated goals, objectives, principles, constraints, methods and monetary policy; planning and organizing highly complex, sensitive, broad scale actions and projects associated with Total Force Integration(TFl)/Total Force Enterprise (TFE) Program Manager.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of knowledge, analytical skills and application of a wide range of qualitative and quantitative methods to
evaluate a large variety of program and organizational needs, and total force capabilities necessary to assess and improve AFRC programs, budgets, and guidance with optimum benefit.
2. Analytical skill to evaluate the impact of proposed policy and resource adjustments in terms of mission
accomplishment when resource levels are changed, and knowledge of the relationship funding and policy proposal and adjustments in term of the impact on the AFRC as a whole.
3. Mastery of knowledge of Air Force Instructions, regulations and other guidelines outlining the Strategic Basing
Process and Total Force Integration (TFI) and Total Force Enterprise (TFE) Process in order to provide analysis, develop Command policy and recommendations to AFRC leadership on unit missions and bed downs and to assure an integrated approach to ensuring TFE/TFI policies are consistent with program goals.
4. Expert analytical skills and ability to institute methods to resolve broad and complex TFE/TFI problems and to
coordinate across broad lines of authority both within and external to DoD to assure an integrated approach to ensuring TFE/FFI policies are consistent with program goals.
5. Expert analytical knowledge and skill in applying evaluative methods and techniques to issues or studies
concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, AFRC Panel mission responsibilities, deployment, foreign military sales, acquisition, PPBS, Total Force Integration (TFI), Total Force Enterprise (TFE) process, Strategic Basing Process, or similar operations.
6. Comprehensive knowledge of AFRC and other command structures, missions, programs, and organizational
relationships and program goals and objectives, the sequence and tuning of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
7. Skill in planning, organizing, and leading multi-functional teams across commands and throughout the AFRC
Directorates. -- Ability to plan, organize, and develop studies or projects, making recommendations on substantive
operating programs, and negotiate effectively with AFRC management to accept and implement recommendations,
where the proposals involve substantial resources, and require extensive changes in established concepts and procedures.
8. Ability to negotiate effectively with high level officials to gain acceptance and support for implementation of
recommendations when proposals involve substantial Command resources, requirements for extensive changes to
established work processes and operations, and entail conflict within some functional elements and/or commands.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
