The primary purpose of this position is to serve as a COCOM Plans and Exercises Subject Matter Expert (SME) for assigned COCOMs of the Plans and Exercise Division of the Force Generation Center (FGC) and to perform guidance, assistance, and advice on matters relating to the Air Force Reserve command planning and exercise activities.
Duties
DUTY 1:
As a Plans and Exercises Subject Matter Expert provides guidance, assistance, and advice on matters relating to AFRC planning and exercise activities within the specified Component (COCOM) regions.
DUTY 2:
Documents planning and programming decisions in appropriate formats to meet Air Force and MAJCOM requirements.
DUTY 3:
As a Plans and Exercises SME, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
DUTY 4:
Provides oversight and visibility to the FGC/CC on matters relating to AFRC exercise and country planning activities within the specified COCOM regions.
DUTY 5:
Manages the AFRC Exercise Planning Visibility System within the region.
DUTY 6:
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes serving as a COCOM Plans and Exercises Subject Matter Expert; and performing guidance, assistance and advice on matters relating to command planning and exercise activities within the specified hemisphere relating to theater operations. OTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AFRC, CNAF, MAJCOM, and COCOM exercise planning policies and processes for the purpose of integrating AFRC forces into world wide exercises, DFTs, and other events.
2. Knowledge of Air Force and AFRC operation concepts, logistics policies and procedures, and financial management methods and procedures applicable to the management of resources, including personnel management procedures and policies.
3. Knowledge of military operational principles, practices, and organization, ability to recognize the interrelationships of the various aspects of exercise planning; and, skill in integrating and analyzing such information in order to evaluate and make appropriate recommendations as well as to report on the status of events.
4. Knowledge of a wide range of qualitative and quantitative analytical and evaluative methods and procedures, and skill in evaluating plans and exercises to develop comprehensive reports.
5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Knowledge of the application of Air Force military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs and weapon systems.
7. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
