The United States Attorney's Office for the Eastern District of New York's mission is to investigate, prosecute and deter violations of federal statutes, enforce and represent the interests of the United States in civil litigation, uphold civil, constitutional and victims' rights, and foster partnerships with other federal, state and local government agencies and community groups.

Duties

This Administrative Services Specialist provides administrative support within accounting, auditing and budgeting to the United States Attorney's Office (USAO). If selected for this position, you will join a well-respected team that is responsible for providing Administrative Services Specialist support in the U.S. Attorney's Office, Eastern District of New York, located in Brooklyn, New York, focusing in the areas of administrative support in the areas of accounting, auditing and budgeting for the USAO.Typical work assignments will include: Ensure all obligations, expenditures and available balance are properly maintained. Conduct market research to develop procurement plans. Evaluate requisitions to determine contract type. Approve contract payments and negotiate settlements for changes. Review policies from the Executive Office of United States Attorney, Department of Justice, Office of Management and Budget and develop internal procedures based on changed in policy.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify at the GS-11 level, you must possess: Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service performing (obtained in either the public or private sectors) the duties listed below: (1) analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions; (2) using policies, precedents, goals, objectives, regulations, and guidelines of budget formulation and execution sufficient to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; (3) working with proprietary accounts/reports or budgetary accounts and reports to oversee financial management operations; (4) interpreting financial reports using basic accounting principles. OR Education: A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Accounting, Finance, Public Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
