Serves as a human resources (HR) professional and subject matter expert providing advisory and consultant guidance including: recruitment and hiring; strategic HR management, classification and position management, compensation, performance management, employee development programs and HR policies. Prepares work products that ensure applicable policies, guidance and protocols are followed for quality, compliance, timeliness, and levels of client satisfaction.
Duties
Performs responsibilities with a client-centric, data-driven, and solution-oriented approach grounded in law, regulation and policy. Takes a strategic approach to the human resources advisor responsibilities.
Analyzes HR management recruitment, staffing, and classification issues and problems and develops recommendations and alternative solutions for consideration. Prepares and presents reports and briefings on program status to individuals at all levels within the agency.
Establishes and maintains proactive working relationships within OHRM and throughout FHFA. Consults with and supports subject matter experts to improve human capital planning, services and other activities as a basis for establishing objectives, insuring increased effectiveness and efficiency.
Conducts or participates in conferences/meetings to provide or receive information duties and responsibilities and maintain subject matter expertise.
Staffing and Classification
Reviews job descriptions for adequacy, currency, and classification accuracy. Works with subject matter experts to revise and update job descriptions as necessary. May develop drafts of job descriptions for review and finalization. Completes OF-8's including obtaining signatures to finalize job descriptions. Completes Position Designation Reviews using OPM's Position Designation Tool. Ensures all relevant documents are filed within established shared electronic tools and network drives.
Collaborates with subject matter experts to ensure position classification standards are accurate and consistent. Compares positions to other like positions and to classification standards to ensure consistency in establishing compensation levels across a variety of employment programs. Shares analyses and determinations with peers; incorporates best practices and lessons learned into the standard work practices of the agency classification program.
Supports accretion of duties analysis and reviews to determine if the work of an employee whose position is being considered for reclassification has changed in scope, complexity, duties and responsibilities.
Reviews job analyses for adequacy, currency, and accuracy. Ensures minimum qualifications conform with OPM and FHFA standards. Works with subject matter experts to review and update Specialized Experience Statements as necessary, and to ensure competencies are identified and applicable to the job description. Develops draft job analysis for review and finalization.
Advises supervisors and employees on career ladder promotions, details, reassignments, rewards and recognition program, and other staffing related actions. Ensures hiring and staffing actions are processed timely and accurately in the applicable Human Resources Information System (HRIS).
Recruitment and Placement
Provides management officials with flexible and innovative strategies based upon approved hiring plans and ongoing recruitment and hiring needs to carry out the full range of recruitment actions, e.g., Merit Promotion Staffing actions. Uses an automated system to develop job vacancy announcements, reviews applications for minimum qualification requirements, adjudicates veteran preference, develops Certificates of Eligibles, and develops recruitment files including all required documents including justifications for selection or non-selection.
Prepares for and attends recruitment events as needed. Preparation may include registering for event, gathering materials, coordinating subject matter expert attendance, and posting Agency and/or position information. Interacts with potential candidates, conveying Agency information and directing candidates on how to apply to FHFA positions.
Employee Development
Performs a wide variety of assignments related to the administration of employee development and training activities. Carries out systematic identification of training and development solutions. Works with subject matter experts to identify and coordinate learning solutions.
Performance Management
Performs duties related to the FHFA Performance Evaluation Management System. Gives guidance to supervisors regarding performance cycle (planning, feedback, and review) timelines, ensures mandatory requirements such as employee performance plan issuance, mid-year reviews, and final reviews are met, prepares employee and management notices, conducts briefings, and ensures timely performance plan actions. Ensures rating distribution is in line with Agency accomplishments of strategic goals.
Employee Relations
Provides guidance to employees on the process and rights to appeal or grieve, leave regulations, standards of conduct, and employee assistance programs. Provides supervisors and management officials with instructions and technical advice on procedures and appropriate responses to complaints and grievances.
Drafts counseling letters, disciplinary actions, and proposed and final decisions on adverse actions for subject matter expert's review.
Requirements
- Status Candidates (Merit Promotion and VEOA Eligibles) and those eligible for special hiring authorities.

- Must be able to maintain and obtain Delegated Examining Certification
- Males born after 12-31-59 must be registered for Selective Service

Qualifications
Qualifying experience for the EL/GS-13 level includes one year of specialized experience at least equivalent to EL/GS-12, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include the following:
1. Recommending and assisting with the interpretation and application of human resources staffing and recruitment policies and procedures to propose and implement long and short-term recruitment strategies.
2. Providing in-depth consultation and strategic guidance on matters related to use of hiring authorities.
3. Experience performing qualification review for Delegated Examining, Merit Promotion certificates and Excepted Service referral lists.
4. Creation of informative briefings and presentations to a broad audience on technical human capital programs and initiatives.
Qualifying experience for the EL/GS-12 level includes one year of specialized experience at least equivalent to EL/GS-11, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include the following:
1. Recommending and assisting with the application of human resources staffing and recruitment policies and procedures to implement long and short-term recruitment strategies.
2. Providing consultation and strategic guidance on matters related to use of hiring authorities.

Must be able to maintain and obtain Delegated Examining Certification. Current certification desired.
