You will serve as an INTERDISCIPLINARY ECOLOGIST/WILDLIFE BIOLOGIST in the Consultation Section of the Environmental Planning Branch and Environmental Conservation Division of MARINE CORPS BASE CAMP PENDLETON.

Duties

You will prepare and review technical sufficiency and completeness of natural resources. You will perform field work as necessary to gather or validate resource information in support of project consultations. You will coordinate with regulatory agencies, project managers, and project proponents to ensure the base's interests are maximized while meeting regulatory requirements for resource management. You will evaluate environmental and natural resources concerns in project planning. You will perform field visits as necessary to gather or validate resource information in support of the National Environmental Policy Act (NEPA) document preparation. You will identify project-associated practices that may subject the government to potential liability.

Qualifications

For GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing all of the following duties as a professional ECOLOGIST/WILDLIFE BIOLOGIST: 1) Demonstrating and monitoring contracts for ecological projects; 2) Interpreting ecologically based permit conditions; 3) Tracking and implementing project and programmatic regulatory requirements to support National Environmental Policy Act (NEPA) and related regulatory agency permitting and consultations; and 4) experience assessing impacts of proposed military training and military construction (MILCON) on the natural environment. For GS-09:In addition to the Basic Requirements for this position, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties as a professional ECOLOGIST/WILDLIFE BIOLOGIST: 1) Demonstrating and monitoring contracts for ecological projects; 2) Interpreting ecologically based permit conditions; and 3) Tracking and implementing project and programmatic regulatory requirements to support National Environmental Policy Act (NEPA) and related regulatory agency permitting and consultations. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

0408 Series: Successfully completed a bachelor's degree or higher in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

0486 Series: Successfully completed a bachelor's degree in biological science that included:- At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and-At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and- At least 9 semester hours in botany or the related plant sciences.

OR

A combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:

For GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

For GS-09:
Successfully completed a master's or equivalent graduate degree.
OR
Successfully completed two full years of progressively higher graduate level education leading to a master's degree.

A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent
