This position is located in the Department of Homeland Security (DHS), U. S. Coast Guard (USCG), Deputy Commandant for Mission Support, C5I Service Center (C5ISC), Engineering Services Division, Technical Services Branch, Change & Configuration Management Section located in Portsmouth, VA.

Duties

You will serve as an IT Cybersecurity Specialist (CUSTSPT/INFOSEC), managing the package of support functions required to field and maintain the readiness and operational capability of systems and components.

Qualifications

To qualify at the GS-09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level.  Specialized experience includes assisting with the following:  Provide subject matter advice and guidance on configuration management best practice methods, standards, and requirements to individuals responsible for engineering lifecycle management. Support configuration management data integration in various configuration management databases (CMDB). Implement and document Government-approved material and nonmaterial configuration changes in accordance with the configuration management guidelines and policies. Work with project managers so that system configurations agree with the approved configuration baseline(s) and documentation Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Have a combination of directly related work experience and graduate level education. Combinations of successfully completed graduate education as described above and specialized experience as described above may be used to meet the total qualification requirements. When an applicant has less than one year specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Forty hours of work per week in the specialized field for 12 months is equivalent to one year of full-time experience, and generally, 18 graduate-level semester hours is equivalent to one full-time year of graduate study (your school and department determine what constitutes one full-time year of graduate study). Applicants must have successfully completed more than one year of graduate education to use this option to qualify at the GS-9 level. Applicants percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 27 graduate-level semester hours for a GS-09 grade level position equals 50%) must total at least a 100%. If you're substituting education for experience, transcripts must be submitted at the time of application. To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level.  Specialized experience includes the following:  Develop and establish configuration management planning process, procedures, and policies for hardware and software. Assist in the development, configuration, installation, and maintenance of information technology solutions supporting configuration change and control. Regulate the change process so that only approved and validated changes are incorporated into product documents for software/hardware configuration items. Monitor and manage corrective action plans and implement process improvement responses as required. Review and recommend for approval or disapproval all configuration changes and proposed alterations that will modify a system’s configuration items. OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience,  including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
