There are 4 positions located on the Black Hills National Forest, 1 in each of the following duty locations; Spearfish SD, Custer SD, Rapid City SD, Sundance WY. The position is responsible for Natural Resources Planning and Environmental law compliance, including the National Environmental Policy Act (NEPA). Incentives may be offered. Duties

The duties listed below are at the full performance level of GS-9. Responsible for developing the environmental analysis reports concerning resources activity. Participates in developing the unit program of work for all aspects or portions of the unit-planning program. Advises, coordinates, or reviews the annual operating plans and budgets. May lead interdisciplinary teams carrying out routine environmental studies and evaluations to determine the consequences of various actions or events, i.e., forest planning project, on the environment. Conducts routine environmental studies and evaluations linking a variety of resources, such as social economics, land, air, water, timber, recreation, wildlife, fisheries, and/or special management areas. Supports GIS specialists in identifying spatial information, assessing, interpreting, and applying GIS data to the NEPA process. Assesses and documents environmental impacts on social, economic, environmental, and other resources and makes recommendations regarding the management of specific natural resources. Performs field reconnaissance, collects, and analyzes data needed for preparation of environmental documents. Reviews permits, contracts, or work plans to ensure that the design criteria or mitigation specified in the NEPA decision have been incorporated into the implementing tool. Reviews inquiries from federal, state, or local officials, commercial interests, consulting firms and private individuals to determine how best to comply with NEPA requirements and resource responsibilities. Evaluates comments received from other federal, state, public agencies, tribes, etc. to determine how best to respond to their concerns in accordance with environmental laws, regulations and policies.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Basic Requirement: GS-0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-7: You must have one year specialized experience equivalent to the GS-5 in the Federal service. Specialized experience is defined as performing one or more of the following duties: Performing a variety of computations to prepare and summarize standard data for charts, graphs, and/or reports used in environmental planning; Assist in natural resource management activities; Participate in environmental planning process; Perform field inspections and collect and analyze environmental data; and/or Assist in planning selected portions of one or more conventional environmental resources projects, such as forest and/or environmental planning, recreation, special use permits, or National Environmental Policy Act planning. OR Successful completion of one (1) full academic year of graduate level education (18 semester hours) with coursework directly related to the work of this position. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR Combination of specialized experience and education, as described above, that together meets the qualification requirements of the position. OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as performing one or more of the following duties: Participate in environmental assessments and drafting segments of environmental impact statements; and/or Assist in the permit review process by performing field inspections and collecting and analyzing environmental data; Assist in planning one or more conventional environmental resources projects, such as construction, production, or reclamation initiatives and ensured compliance with environmental plans and stipulations. OR A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work in fields such as forestry, forest ecology, botany, biology, ecology. OR An appropriate combination of specialized experience and education and education described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade level. Your education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
