Duties

You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts. You will ensure funds are reserved for the modifications. You will in conjunction with the ET, review and accept Accident Prevention Plan. You will serve as coach/trainer for members who have not attained the journey level of expertise and experience.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineer Level III. Certification is required within 24 months of appointment.
  • Occasional construction site visits will require the use of personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates at the GS-13 level. The selective placement factor is: You must have a current registration as an Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. FOR GS-13: In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Overseeing or providing construction engineering support for capital improvement projects and major facilities renovations; 2) Managing or providing significant assistance to the management of capital improvement projects from conception through close-out, to include scope, schedule and cost; 3) Monitoring construction contractor quality and safety programs via available data and metrics and by conducting site visits; 4) Providing recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria; and 5) Preparing and presenting briefs related to scopes of work, design reviews, contract negotiations, etc. Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-PROF AND https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/architecture-series-0808/ Physical Demands: The work is generally sedentary with periodic need for site visits involving walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites. Occasional surveys and inspections of the Navy and Marine Corps' infrastructure will require some physical exertion (For example, crawlspace inspections, above and below deck pier evaluations, etc.). A valid driver's license is required for driving to site visits and meetings at various installations. Work Environment: Work generally involves risks and observance of normal safety precautions typical of an office setting. However, field inspections are made which require protective clothing. Protective clothing worn in field inspections includes hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other protective wear such as safety harnesses, coveralls, and gloves may be required for certain situations. The incumbent is required to work in areas where certain potentially harmful physical and chemical agents are present. These agents may include but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, NAVFAC FECs maintain personnel protection programs consistent with applicable laws and regulations. These programs include protective equipment (i.e. ear protection or respirator), and laws and medical surveillance. As part of medical surveillance programs, the incumbent may be required to take medical examinations to assess medical qualifications for duty involving these agents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

For the 0801 General Engineering Series, Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 0808 Architecture Series, Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
A bachelor's or higher degree in architecture.
OR
A bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR I lack a degree in architecture, but I have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
