You will serve as a ROICC SUPERVISORY GENERAL ENGINEER in the PLANNING, DESIGN, & CONSTRUCTION DEPARTMENT of NAVFAC SOUTHWEST.

Duties

You will provide administrative and technical supervision to employees. You will develop performance plans, evaluate work performance of subordinates, and provide recommended ratings of record. You will provide construction-engineering expertise in major engineering disciplines on projects of an unusual or complex nature. You will establish effective management procedures for office and field administration. You will provide accurate workload projections and provide monthly status of anticipated shortcomings to target values. You will make recommendations for changes in the organizational structure of the team.

  • You will be required to obtain and maintain a current PROFESSIONAL ENGINEERING license or ARCHITECT registration.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Selective Placement Factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating workload and critical project priorities and deadlines in order to schedule and assign manpower to accomplish all tasks assigned by a higher authority; 2) Responsible for the technical acceptability and quality approval all construction managed by the office; 3) Assists in developing and executing the command's annual budget for labor and support; 4) Communicating and liaising with high-ranking civilians, field grade, flag officers, and SES personnel on a regular basis; 5) Performing constructability reviews on all contract plans (including drawings and sketches).
