About the Position: As a Safety and Occupational Health Specialist you will be responsible for providing critical guidance on all safety related programs specifically related to civil works, construction, operation and maintenance of flood control projects, hydroelectric power plants, marine and dredging resources, hazardous and toxic waste, levees, flood walls, channel improvements, environmental protection, and recreation and public water safety.

Duties

Serve as Safety and Occupational Health Specialist for the Portland District Safety and Occupational Health Office. Advise on the Safety and Occupational Health Program for Portland District. Review dive plans and dive safety procedures. Advise on the Dive Safety Program. Advise project staff with implementing the Safety and Occupational Health Program. Develop safety regulations and guidelines. Identify workplace hazards and develop new policy and/or procedures to eliminate hazards. Provide specific procedures for controlling or eliminating hazardous actions and conditions. Designated as the Dive Safety Representative to the District Dive Program.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience (GS-11): One year of specialized experience which includes 1.) identifying hazards in an industrial workplace; 2.) assisting with safety and occupational health inspections; 3.) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures when dealing with safety and occupational health requirements, and 4.) diving and/or dive safety operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience (GS-12): One year of specialized experience which includes 1.) implementing safety and occupational health programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; 2.) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing occupational safety and health requirements; 3.) conducting safety and occupational health inspections; 4.) managing safety and occupational health management systems, and 5.) diving or dive safety operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
