This position is organizationally aligned under the Deputy Executive Director and serves as a Facility Planner for Tennessee Valley Healthcare System (TVHS). Duties specific to this position include master planning, capital and facility space planning, project development, demographic and workload analyses; and facilitation of strategic planning activities requested by members of the Executive Leadership Team.

Duties
The incumbent reports to the TVHS Capital Planning Officer under the Deputy Executive Director and works with great independence, but always within the context of the planning team. The primary purpose of this position is to regularly analyze and evaluate complex planning issues. The incumbent identifies vulnerabilities of the healthcare system's planning process and provides recommendations to achieve the desired goals. The HSS (Facility Planner) coordinates the strategic planning process for implementation. This includes evaluating service plans to ensure they are linked to the master plan: and providing training to services on developing strategic plans that are in concert with the Healthcare System's strategic goals. Incumbent works collaboratively within the Planning Section. The core duties of this position include but are not limited to:
Incorporates multi-stakeholder requirements into outcomes.
Serves on or serves as the Chair of Committees for TVHS, primarily Space.
Develops space management program to ensure capital resources met current clinical practices, current VA and FEGLI plan, operational regulations and TVHS leadership goals
Establishes, tracks, and prepares budgets for a variety of projects.
Maintains currency on proposed legislation or regulations to determine impact on capital resource program, operations and management.
Researches and investigates new or improved space management practices for application to TVHS operations.
Provides oversight to all space assignment, space programming, building activation, and transition planning activities.
Manages the lease portion of the Capital Asset Inventory (CAI) and assists Engineering in updating the overall TVHS CAI.
Assists in submissions for major construction, minor construction, non-recurring maintenance project applications and high tech/ high cost equipment applications.
Evaluates demographic and workload projections, assists with incorporating the Health Care Planning Model in the Strategic Capital Implementation Planning (SCIP) activities, and leads TVHS Master Plan activities.
Work Schedule: Monday - Friday | 730-1600 CST

INDIVIDUAL OCCUPATIONAL REQUIREMENT:
1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED.)

In addition to the Individual Occupational Requirement, you must also meet the Time-in-Grade Requirements below:
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the specialized experience as described below:
GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as:
Initiating and completing of LEAF requests related to resource management requests.
Overseeing service contracts and equipment purchases.
Developing space management program to ensure capital resources met current clinical practices, current VA and FEGLI plan, operational regulations and TVHS leadership goal.
Establishing, tracking, and preparing budgets for a variety of projects.
Identifying problems, determining accuracy and relevance of information, using sound judgment to generate and evaluate alternatives, and making recommendations.
Possessing experience and knowledge of programs, processes, and procedures related to human resources, finance, construction, environment of care, equipment, logistics, information technology and space planning, amongst others.
Developing operational protocols, procedures, and methods for assessing and evaluating the effectiveness of operating programs in meeting goals and objectives.

PHYSICAL REQUIREMENTS: Work is mainly sedentary. Travel to other TVHS sites is necessary. There will be walking, standing, bending, carrying/traveling with items such as, drawings, files, and at times a laptop.
