The Facility Planner / Sharing Director works closely with service lines to plan, coordinate, implement, and analyze the effectiveness of the current and future system plans regarding long term capital planning, governmental and private partnerships, permits, workload trends, and strategic initiatives. Direct management of the Joint Venture sharing program with 377th Medical Dental Group (MDG) is provided to support to the Kirtland Air Force Base as well New Mexico Guard Forces.
Duties
Serves as the technical advisor for facility planning and capital projects, strategic planning and workforce planning.
Supports system and local planning, participates in campus master planning, space planning and programming requirements and standards, and all health care requirements and standards.
Plans, organizes, directs, coordinates, controls, reviews, evaluates and manages all project activations including planning, design, construction, activation and transition planning of new and/or renovated buildings.
Uses systematic planning process involving several steps that identify the status of health care system needs, prioritize actions and strategies, and monitor plans to ensure that short and long-range goals established at higher levels in the organization are being met.
Utilizes lean design principles and flow diagrams to ensure optimal flow.
Collaborates with the Engineering Projects Section on the Strategic Capital Implementation Plan (SCIP) initiatives to include the coordination of the Health Care Planning Model (HCPM).
Coordinates the business case (0MB 300) development to integrate the planning, acquisition and management of capital projects into the budget process and ensures future capital planning cycle for the health care system.
Analyzes demographic parameters, gap analysis, workload projections, market plan proposals and strategic direction for the health care system.
Ensures adherence to space and equipment planning standards to improve the efficiency, productivity, quality and safety and performs thorough site and facility assessments, market analysis and utilization forecasts, service lines and operations evaluations, functional space programming, concept development and analysis, and preliminary budget and project scheduling.
Provides advice and operational oversight in sharing agreements and joint policy letters between the facility and the Department of Defense (DoD) in the local areas.
Provides oversight of negotiating sharing agreements in a variety of clinical and non-clinical settings, including the land permit for the 377th Medical Group (MDG) and any subsequent land permits with the adjacent air force base.
Serves as the primary Health Care System liaison to the VISN 22 and VA Headquarters staff for all planning initiatives.
Represents facility on key VISN Councils, National Committees, and ad hoc assignments and participate on other VISN 22 committees.
Oversees special projects and participates on the Public Private Partnership Workgroup.
Coordinates and develop applications and concept papers for Joint Incentive Fund projects, rural health projects, major and minor construction projects for the facility.
Performs analyses such as development of life cycle or other cost analysis of projects or performances of cost benefit, economic evaluations and make versus buy studies.
Designs and plans studies, training programs and organizational strategies for identifying opportunities to improve customer service, process quality, and DoD sharing.
Prepares presentations in narrative, graphic, and visual mediums. Assist managers and technical specialists in identifying business areas with potential for significant quality improvement.
Facilitates application of best practices and quality management methods.
Other duties as assigned.

Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Undergraduate and Graduate Education: Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting both the IOR , you must also meet the specialized experience as described below:
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilize advanced principles and practices of project management for design and construction of short and long term goals; negotiate and communicate with government and non-government agencies to implement plans; familiar with healthcare institutions and associated medical affiliations, programs, and clinical system requirements; and establish priorities based on leadership decisions and interagency agreements; conduct, evaluate, and present studies and developing plans to implement recommended changes.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent may be required to work evening or weekend hours, as needed, as well as to be willing to travel for meetings to other facilities within the Network and to other offsite locations.
